REQUEST FOR CONTINUOUS SUPPORT TO END ROHINGYA GENOCIDE.

My name is Zafar Ahmad bin Abdul Ghani, President of Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM). I am a Rohingya refugee living in Malaysia since 1992. I established MERHROM in 1998 to advocate for the rights of Stateless Rohingya in Malaysia, Arakan State and in Exile.

On behalf of the Rohingya people, I would like to thank you and the Malaysian government from the bottom of our heart for organizing KL Summit 2019 and for all your support for the Rohingya and the rest of the ummah worldwide.

We are happy that Gambia has filed the case at the International Court of Justice (ICJ) on Rohingya Genocide.

Therefore, your continuous support is crucial in order to keep the momentum in our global advocacy to end Rohingya Genocide. We look forward to hear your voices for the oppressed Muslim worldwide including the Rohingya.

We also seek for your humanitarian support to the Rohingya in the Arakan State, refugee camp in Cox’s Bazaar as well as in Malaysia.

BACKGROUND OF MYANMAR ETHNIC ROHINGYA HUMAN RIGHTS ORGANIZATION MALAYSIA (MERHROM)
MERHROM is a focal point for Rohingya issues in Malaysia as well as in Arakan State of Myanmar. MERHROM was established in 1998 by its founder Mr. Zafar Ahmad bin Abdul Ghani. MERHROM’s main works are focusing on advocacy, rights protection, public awareness, community development, health, education, family related issues and issues related to Islamic faith. MERHROM has carried out its duty to the maximum level for the past 21 years despite not having funding from any agencies. Despite having very limited resources MERHROM continues to carry out the programs within its capacity endlessly.

PROGRAM

1. ADVOCACY
MERHROM has done lots of advocacy work both at local and International level with various Stakeholders particularly with the Malaysian government, foreign government, Diplomatic Missions, United Nations, United Nation High Commissioner for Refugee (UNHCR), UN Special Rapportuer, Special Envoy, Human Rights Commission, Non-governmental organizations, Media, Academician, Universities and Researchers.

2. RIGHTS PROTECTION
MERHROM continuously work for the rights protection of Rohingya refugees and asylum seekers particularly on the right to work, treatment and education as Malaysia is not a signatory to the 1951 Refugee Convention. Malaysian government allows refugees and asylum seekers to seek protection here but the delay in refugee determination process by the UNHCR put thousands of them at risk of arrest and detention. As a result many of them face long detention due to slow intervention by the UNHCR. MERHROM constantly intervene in the case of arrest and detention and take necessary actions for their release.

3. AWARENESS
MERHROM constantly raise awareness on the Rohingya plights particularly with the Malaysian public, civil society groups, students, as well as the International Community through its blog, printed media as well as social media channels.

4. COMMUNITY DEVELOPMENT
MERHROM constantly engaging its community leaders and members in various program including meeting, workshop, rountable discussion, forum, conferences and talks to empower them with knowledge and experience especially on human rights, refugee rights, Malaysian laws, regulations and culture as well as health issues. MERHROM will continuously find a way to further empower the Rohingya Community in order to help our community.

5. EDUCATION & TRAINING
Education and Training is a vital component for the development of Rohingya community. MERHROM had an Education Centre for few years but had to close down due to lack of Resources. At the moment MERHROM is in the process to re-establish MERHROM Education Centre. We welcome the support from anyone to help us to establish the centre and provide the best education for the Rohingya community.
MERHROM’S ACHIEVEMENTS

MERHROM was recognized as a focal point on Rohingya issues at local and International level. MERHROM was constantly consulted and interviewed by various Stakeholders at different levels

MERHROM constantly invited to be a Resource Person at various meeting, forum, roundtable discussion and conferences

Due to continuous MERHROM’s advocacy work together with local and international human rights organization and the foreign government particularly the United States government through the US Embassy in Kuala Lumpur, the Malaysian Government stop the deportation of refugees to the Thailand border in 2010. The decision of the Malaysian government to stop the deportation of refugees to Thailand border saves thousands of refugees from the human trafficking syndicate.

Since its establishment in 1998, MERHROM had intervened for the release of the Rohingya refugees and asylum seekers from arrest and detention

MERHROM has assisted lots of Rohingya refugees in their Resettlement process to the third countries

MERHROM constantly having good networking with local and international media to advocate for the rights protection of Rohingya, to stop Rohingya Genocide and promotion of genuine democracy in Myanmar

In 2015 MERHROM collected RM139, 000 in goods and cash to assist the Malaysian flood victims in Kelantan

In 2018, Zafar Ahmad bin Abdul Ghani, President of MERHROM was elected as Malaysian Rohingya Chief, Malaysian Rohingya Council (MRC)

MERHROM constantly advocates for the rights protections for Rohingya refugees for the past 21 years despite not having funding

MERHROM continuously receive invitation from the International Organizations to participate at the International meetings and Conferences. However, the President of MERHROM cannot travel overseas as he do not have travel document.

MERHROM successfully organized the 1st MERHROM Football League on 13th to 16th September 2019 in Kedah State.

VOLUNTEERS

MERHROM welcome any volunteers to be involved in the community work on a daily basis. Volunteering with MERHROM will provide you with abundance of experiences on refugee lives and struggles. MERHROM continuously have student and youth groups conducting various program with the Rohingya children and community.

INTERNSHIP

MERHROM provide opportunity for Interns both local and International to understand better the plights of Rohingya and our survival. Internship will give you an overview of MERHROM’s work on various areas to protect the rights of refugees and asylum seekers. There is no limit for an Internship with MERHROM as long as you willing to know more about the Rohingya.

RESEARCH

MERHROM has contributed a lot to the local and International Research on Rohingya issues. The researchers came from different sectors including human rights organizations, Universities, academicians, students and non-governmental organizations.

CHALLENGES

The main challenge in MERHROM’s work is funding. MERHROM cannot be registered as an organization in Malaysia and therefore restricted the organization to receive any funding for its program. Mr. Zafar Ahmad Abdul Ghani, President of MERHROM used his own resources to accomplish the work of MERHROM.

Due to financial constraints, lots of planned program for the community development cannot be implemented. However within its limited resources MERHROM continues its advocacy, rights protection and awareness at different level with various Stakeholders.

PRESS STATEMENT

KL SUMMIT 2019: WAY FORWARD FOR A JUST WORLD.

In conjunction with the KL Summit 2019, Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) would like to welcomes all the Head of the Governments and delegation from other countries.

We look forward to this Summit to find workable solutions for the affected populations in the world today such as the Rohingya, Palestinian, Uighur, Kashmiri and Syrian among others. We need to move forward with the new approach and measures to protect the ummah as we are entering the year 2020. This Summit will give us the opportunity to broaden our network and to gain support to end Rohingya Genocide.

The Rohingya are the victims of long decades Genocide. Recently the Gambia government files a case to the International Court of Justice (ICJ) against Myanmar in regards to the Rohingya Genocide. This is a big step taken by the Gambia government to end the Genocide and demand for the protection of Rohingya in the Arakan State and to make sure the word “Never Again” materialized.

We need to support the Gambia government as this is a very crucial time for the Rohingya to seek justice and to the rest of the International Community to secure a peaceful world without War and Genocide.

It is very important for the World Leaders to have Moral Leadership and Political Will in order to guarantee justice is delivered and peace is secured. We cannot afford any longer living in the world full or war and Genocide as we need to secure this world for future generations. We need more Leaders with Moral Leadership and Political Will to sustain our co-existence in this world as God created us differently to get to know each other not to kill and hate each other.

We are very worried about the safety of the Rohingya in Arakan State even after Myanmar has been tried at the ICJ. Currently Buthidaung, Maungdaw and Rathedaung Township have been attacked by the military. Past few days 2 villages in Buthidaung Township have been burnt. In Maungdaw 3 Rohingya houses have been burn down. Hate speech has been spread against the Rohingya by the security forces and civilian in many Townships in Arakan State. In Buthidaung, 5 Rohingya men were kidnapped in 2 villages. The military shot to death Rohingya villagers in Buthidaung, Maungdaw and Rathedaung Township. Rohingya who seek treatment in Sittwe, the Capital of Arakan State were told to go to ICJ. They were denied treatment even after the ICJ process. Obviously the Myanmar military continue its genocidal attack on Rohingya in Arakan State despite Myanmar being brought to the ICJ and ICC.

Therefore, MERHROM strongly call upon the Muslim Leaders and the International community to continuously taking significant efforts to end War and Genocide globally. Getting Justice is a continuous process but it cannot be delay as it will destroy the whole Rohingya minority and affected many others. Immediate protection must be rendered to the Rohingya in Arakan State without delay as genocidal attack continues against Rohingya. The Responsibility to Protect (R2P) must be initiated immediately and continuously to save the lives of Rohingya in Arakan State.

The Muslim Leaders must always consult and engage with the affected population to see the best way to help them. Their voices must be heard in order to help them effectively and transparently.

The Muslim Leaders must be united in order to save the ummah. The differences we have should not prevent us from protecting our ummah. We should complement each other rather than to compete each other.

The Youth Leadership must be strengthened for the better future of the world. We, the Stateless Rohingya definitely need your voice to help us to stop the Genocide. Without your support and other prominent Muslim Leaders we will continue to be victims of long decades Genocide.

INTERNATIONAL HUMAN RIGHTS DAY: SUPPORT GAMBIA TO PRESERVE JUSTICE FOR THE ROHINGYA.

The Genocide hearing at the International Court of Justice (ICJ) in The Hague, Netherlands in relations to the Gambia’s Application of the Convention on the Prevention and Punishment of the Crime of Genocide (The Gambia v. Myanmar) today mark the International Human Rights Day 2019. This is a very significant date and event as the result of the legal proceeding is the manifestation of the human rights level in the world today and indicates the effectiveness of the United Nations System to maintain peace.

We thank to the Gambia government especially to the Justice Minister Abubacarr Tambadou who represents the Gambia government in the proceeding at ICJ. We hope from his vast experience in the Genocide issues will help us to move forward in seeking justice and to stop the long decades of Genocide in the world history.

We, the Rohingya and the International community owe to the Gambia Government for taking this significant and meaningful effort to stop Genocide and seeking justice for the Rohingya survivors of Genocide.

Myanmar has been a party to the Genocide Convention since 1956. However, Myanmar did not obey what stipulated in the Convention. The Genocidal attack by the Myanmar government became more intense after they sign the Genocide Convention. Sadly the world response is very slow and Genocide is ongoing until this moment in Arakan States.

The Genocide Convention should not be the option to the State to sign. It must be made compulsory due to the gross impact to one particular ethnic. No one can imagine what we went through. No words can describe. We have been made Stateless, homeless and hopeless. But we still believe one day miracle will happen. The Rohingya Genocide will End and there will be no more Genocide after us.

Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) welcomes the support from Canada Government and the Kingdom of the Netherlands on ICJ Process. That means a lot to us to get the support of the other governments and the International Community. We hope for more support from the other government on this crucial high profile International legal case in ICJ. This is a test to our United Nations system to preserve justice and prevent War and Genocide.

MERHROM strongly call upon the world leaders and the International community to:

SURVIVORS OF ROHINGYA GENOCIDE HEAL THEIR SUFFERING AND TRAUMA THROUGH FOOTBALL.

Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) would like to congratulate and thank each and everyone who work very hard to materialize the Rohingya Cup 2019 held in Sungai Petani, Kedah State from 29th November – 5th December 2019.

The objective of this program is to bring the Rohingya youth together to expose their skills and potentials in football sport. On top of that we hope through playing football they could heal their suffering and trauma as Survivors of Genocide. Each of us has lived in Genocide for very long, it is traumatized and always haunted us. We want to forget and move on but our families were still there. It is very hard for us but we have to find ways to get out of it. Playing Football is one of them.

Football teaches us about discipline, respect, unity, courage and tolerance. Through Football we want to educate the young Rohingya generation to be more responsible and respectful to themselves, their families, community, society and most importantly to the country that they seek refuge. We will support and encourage our youth to increase their skills so that they can be a professional players once they get resettlement to the third country.

We hope through this Football match will help our young Rohingya generation to build their future and become leaders with good Leadership qualities for our community. We know that we cannot do this alone, therefore the support from everyone is very crucial in the implementation of our program.

Apart from promoting healthy life style and bringing community together, we believe Football will bring Peace and Unity. The Football spirit will foster love and eliminate hatred especially for young generations. We realize that we are too small to change the system that exists in the world today. In this 21st century we still cannot End the Genocide. Therefore, we have to start something small to heal ourselves and to bring changes to the people out there to make this world a decent place to live for everyone.

PRESS STATEMENT

SUPPORT GAMBIA’S ACTION TO END ROHINGYA GENOCIDE.

On behalf of the ethnic Rohingya around the world, Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) would like to thank the Gambia Government for filing a case against Myanmar on 11 November 2019 at the International Court of Justice (ICJ) for violating the United Nations’ 1948 Genocide Convention. This is very significant action by the Gambia Government as it will pave the way for Justice for the Rohingya Genocide survivors.

We need a massive political pressure in order to end long decades of Rohingya Genocide as the state systematic persecutions against the Rohingya is ongoing in the Arakan State of Myanmar. The situation becomes worst especially now in the Buthidaung Township and few other Townships as the war between the Myanmar military and the Arakan Army (AA) started early this year. Recently few Rohingya villagers have been kidnapped by the Arakan Army. To date there is no news about them. Both Myanmar military and the Arakan Army continuously extort money from Rohingya villagers. Failing that the Rohingya villagers will be arrested and tortured.

The filing of the case at the ICJ by a small country like Gambia must spark the huge human rights countries such as USA, Great Britain, Canada, France and the rest of the European countries to take similar action. The rest of the countries must support the Gambia initiative and must begin to start their own significant action to end the Rohingya Genocide.

Following the positive action by the Gambia Government, we call upon the ASEAN Intergovernmental Commission on Human Rights (AICHR) to urgently call ASEAN member states to concretely discuss on how to further strengthen this process. As the Human Rights Commission exists to promote and protect human rights, it is timely for them to take concrete actions to deal with the ongoing Rohingya Genocide.
We really hope the major countries that currently hosting the Rohingya refugees such as Bangladesh, Malaysia, Indonesia, Thailand, Pakistan, Arab Saudi to take similar action as these countries have to face many challenges as a result of Rohingya Genocide. We need the significant intervention of the other countries so that we can return home safely when the Genocide is over, our citizenship is return to us and our rights are guaranteed.

We demand the full enforcement of the Genocide Convention 1948 in order to end the Genocide and making the perpetrators accountable for the Rohingya Genocide. The United Nations, Human Rights Institutions and the international community must fully utilize the Genocide Convention without immunity to end the Rohingya Genocide.

The ICJ will hold the first public hearings from 10th – 12th December 2019. This mark the World Human Rights Day on the 10th December and it is very crucial that the Stakeholders give full attention to monitor and evaluate to the whole process of the hearing. The support from the other government and the international community is very crucial for the Rohingya Genocide survivors.

As 10th December was chosen to honour the United Nations General Assembly’s adoption and proclamation, on 10 December 1948, of the Universal Declaration of Human Rights (UDHR), the United Nations and the international community must review the success of the United Nations to prevent war and Genocide globally and taking further actions to maintain peace in the world.

We regret the use of the veto power in the process of delivering justice to the survivors of Genocide. It has to revamp to make sure justice is done. It is obvious Myanmar has committed Genocide against ethnic minority Rohingya. Lets us not give other name to it. We cannot remains in self denial while Rohingya Genocide is ongoing and tremendously impacted the rest of the world. Myanmar must be made accountable on the Rohingya Genocide. We hope the Gambia’s initiative will pave the way to end the oldest Genocide in the world and this will mark another history in the world.

We regret Aung San Suu Kyi as Nobel Prize winner who fought for human rights and democracy will defend Myanmar against Genocide accusation. We regret Aung San Suu Kyi forget how much the Rohingya fought for her freedom and the rest of political prisoners from her political party. We regret she turn blind eyes on the Rohingya sacrifies on her.

We demand the international community to closely monitor the development in Arakan State as the persecutions against the Rohingya might increase. We hope the new year 2020 will bring lights and hope for the Rohingya Genocide survivors and the remaining people on earth. We hope Justice will be delivered to those who lost their lives in the hand of Genocide regime.

35TH ASEAN SUMMIT 2019: STOP ROHINGYA GENOCIDE TO “ADVANCING PARTNERSHIP FOR SUSTAINABILITY”.

The ethnic minority Rohingya as part of the ASEAN Community give another hope for the 35th ASEAN Summit that will be held starting from tomorrow in Bangkok, Thailand. We look upon ASEAN mechanism as much as the United Nations mechanism to stop the long decades of Rohingya Genocide in Myanmar. However until now both parties failed to stop the crimes against humanity.

The Theme of 35th ASEAN Summit “Advancing Partnership for Sustainability” contradicts the reality in ASEAN. How do we expect to Advancing Partnership for Sustainability when Rohingya Genocide is ongoing in ASEAN and affecting ASEAN Member States and the rest of the world? The Rohingya Genocide resulting hundred of thousands of Rohingya men, women and children being killed, raped, tortured, imprisonment and being trafficked and exploited over the years and resulting in death and tortured by the human traffickers in neighboring countries. Nothing has changed despite thousands of report has been published, thousands of testimonies from the Genocide Survivors being recorded and thousands of visits to the largest refugee camp in the world. The most prosecuted ethnic in the world remains.

Until now both ASEAN and United Nations failed to stop the Rohingya Genocide and the Trafficking of Rohingya men, women and children. Adding to this, the situation in the largest refugee camp in Cox’s Bazaar become worse day by day with the security and the safety of the refugees were neglected. Who is responsible for the safety and security of the Rohingya especially women and children in the refugee camps who are vulnerable of trafficking and exploitation? Everyone is pushing for the Rohingya to return to Myanmar even though they know nothing is guaranteed. Further to this, the Bangladesh government pushing the Rohingya to move to the Bashan Char where their safety is questionable. All these only push the vulnerable Rohingya into exploitations by the human traffickers, drug traffickers and others who can benefits from the lives of the Rohingya.

So many Convention, Resolution and Declaration were created but to be broken. We come to the stage that we became numb to the crimes against humanity. We let it happen in front of our eyes for many decades and watching the ethnic minority Rohingya dying each day without justice being done to the victims and action being taken to the perpetrators. We are in the state of denial until we stop the Genocide.

ASEAN member states must really review their relationship with Myanmar the Genocidal state. Does it ethical to continue business with the country that committed Genocide against its ethnic minority? We were made Stateless by our own government but how the United Nations and ASEAN respond to our plight? What protection do we received?

Repatriation of Rohingya to Myanmar must not be the Solution to the Rohingya Genocide. ASEAN need to look for the effective actions to stop Rohingya Genocide to ensure a stable regional and global environment for Sustainability. We have been refugees in neighboring countries for more than 40 years. Can you imagine how do we survive without rights protections?

As the Chaiman of ASEAN and the host for the 35th ASEAN Summit, we appeal to the Thai government to release all the Rohingya refugees from their detention camps and prisons and allow them to stay and work to meet their daily needs until Genocide is over. We ask for the intervention from the UNHCR Regional Office in Bangkok to intervene to protect the rights of the Survivors of Genocide.

The Rohingya Genocide marks the black history of ASEAN and the World. How do we develop ASEAN economy and stability without ensuring the safety and security of ASEAN Community? It is obvious that we need the Morale Leadership in order to Stop Genocide and sustain stability, peace and prosperity of ASEAN and the rest of the world.

REMOVAL OF FATHER’S NAME OF ETHNIC MINORITY ROHINGYA IN THE UNHCR ISSUED DOCUMENTATION

On behalf of ethnic minority Rohingya in Malaysia, Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM), would like to bring the above mention issue to Mr. Thomas Albrecht, Representative of the UNHCR Malaysia urgently.

We have been receiving thousands of complains from the ethnic minority Rohingya in Malaysia following UNHCR decision on Discontinuation of the use of bin and binti in UNHCR issued documentation starting from 1st August 2019 resulting in removal of our father’s name.

We would like to highlights our main concerns over the UNHCR decision as follows:

1. The ethnic minority Rohingya was not consulted before UNHCR made the decision. The UNHCR should make consultation with Rohingya Community Leaders before making any decision due to the fact that it will have serious implications to the Rohingya Genocide Survivors.

2. The UNHCR, in the letter dated 1st August 2019 stated very clearly that UNHCR will no longer use the terms bin and binti in UNHCR documentation as this practice was found in contradiction with naming practice in Myanmar. However, the UNHCR does not state any clause to remove our father’s name. Therefore, UNHCR shall not remove our father’s name.

3. The removal of our father’s name in the UNHCR issued documentation is contradictory with the naming practice in Myanmar. In the Rohingya Family Card issued by the Myanmar government which clearly stated we are the citizen of Myanmar, our name is written and spell out with our father’s name. We would like to clarify why the UNHCR remove our father’s name as it was contradictory to the naming practice in Myanmar.
4. The UNHCR stated the reason for discontinuation of the use of bin and binti because it was found in contradiction with the naming practice in Myanmar. The ethnic minority Rohingya were made Stateless by the Myanmar government through 1982 Citizenship Law. As of now, we are no longer recognize by the Myanmar government as citizen of Myanmar. The question raised, why UNHCR emphasized to follow the naming practice in Myanmar when we are no longer recognize by the Myanmar government itself as a citizen.

5. The removal of our father’s name is a violation to our fundamental rights which is the right to personal identity under Article 22 and 29 of the Universal Declaration of Human Rights (UDHR). The father’s name is equal to the family name. The removal of father’s name only affected Muslim refugee from Myanmar. While the rest of ethnic from the same country can practice their rights to identity, the Rohingya who are the survivors of Genocide do not entitled the same right.

Article 22 of the UDHR states “Everyone is entitled to the realisation of the rights needed for one’s dignity and the free development of their personality.”

Article 29 of the UDHR states “Everyone has duties to the community in which alone the free and full development of his personality is possible.”
6. The removal of our father’s name will create problem when we are dealing with local authorities such as when seeking treatment at hospital, when registering for birth certicicate, when dealing with police station and Immigration department as well as when our children studying at school as they require our full name which include our father’s name. The Rohingya have many common names but the father’s name will differentiate them.

7. We would like to seek explanations on the rationale of the UNHCR’s action to follow the naming practice in Myanmar.

We regret that UNHCR has violated our fundamental right that stipulated in the UDHR and many other International Laws and Conventions. The UNHCR should be more protective towards the Survivors of Genocide, not taking away our personal identity when we are at the last stage of Rohingya Genocide.

We regret that the UNHCR decision was made without comprehensive research and consultation with the Rohingya Community Leaders.

Therefore we request to the UNHCR Malaysia the following:

1. Immediately call the Rohingya community leaders for an urgent meeting to resolve this issue
2. Immediately restore the regular meeting with Rohingya Community Leaders as an effective way of communication between UNHCR and Rohingya community in Malaysia. The UNHCR must not use one single Rohingya group to work with as it open to abuse of power and corruption.
3. Immediately restore our father’s name in the UNHCR card
4. Explanation on the rational of the UNHCR decision to follow the naming practice of Myanmar government
5. Consultation with Rohingya community leaders in decision making process

THE GANG RAPE CASE OF 12 YEARS OLD ROHINGYA GIRL IS MANIFESTATION OF WEAK MANAGEMENT OF THE WORLD LARGEST REFUGEE CAMP.

Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) strongly condemn the gang rape of Moriam Khatun d/o Mohamed Alam, 12 years old Rohingya girl in the world largest refugee camp in Cox’s Bazaar by the Bangladesh Army on 30th September 2019.

The rape incident that happen at 7.30pm (local time) in Nayapara Camp proved the security measures in the refugee camp especially for women and children were very weak. The rape incident raised some critical questions that need to be answered without further delay:

1. What are the security measures available in refugee camps for the Rohingya refugees especially women and children?
2. Who is in charge of the security in the refugee camps? What is the Standard Operating Procedure (SOP) when dealing with the refugees in the refugee camps?
3. What are the immediate protections rendered to the victim and her family as they were threatened by the Bangladesh Army?
4. Was she given counseling to deal with her trauma as well as appropriate treatment?
5. What are the security measures while she was hospitalized? Who accompanied her as she was a minor?

We regret the Bangladesh Army beat 20 Rohingya refugees before the rape took place. We regret the Bangladesh Army use violence and threat against innocent and vulnerable refugees. The Bangladesh Army threatened Moriam family not to take up case against them. We are very concerns over the fake charges by the Bangladesh Army towards the rape victim and her family.

We understood that the Bangladesh government facing difficulties in dealing with the world largest refugee camp but the security and the safety of refugees especially women and children cannot be sacrifice. We are concern over the increase of the Bangladesh Army in the refugee camps. The refugees are not a threat to national security. What are the rational of the increase of the Bangladesh Army in the refugee camp? It could lead to abuses, corruption and exploitations. Therefore there is an urgent need to deploy UN peace Keeping Force to ensure the security and safety of refugees in the refugee camp.

We are thankful to the Bangladesh government for sheltering the Rohingya refugees but we hope more things could be done to ease our vulnerability. We are worried over the cutting of the Internet connection in Cox’s Bazaar as it only exposes the refugees to more abuses and exploitations as well as disrupting the humanitarian aid.

We want to emphasized that the security and the safety of Rohingya refugees especially women and children must be at the centre of the whole management of the refugee camps as it was the main reason why the Rohingya fled their homeland, to save their lives. We regret that the Survivors of Genocide were further victimized in their struggle to seek refuge. We regret the incident happen in the largest United Nations refugee camp in the world.

The Repatriation of Rohingya to Myanmar should not be the centre of discussion when the Myanmar government failed to restore our citizenship. We observed, failed repatriation process have significant consequences on the refugees including increase in human rights violations, corruption, further victimization of refugees as well as increase in Trafficking of Rohingya refugees especially women and children.

It is very clear that actions must be taken immediately to address the security and safety issues in the refugee camps as the refugee lives are at risk. Therefore we demand the following:

1. The UNHCR and the Bangladesh government to immediately conduct thorough investigation into the rape incident with transparency. The perpetrators must be held accountable for the crime committed towards minor Survivors of Genocide
2. The security measures and the SOP in the refugee camps must be reviewed in order to ensure the safety of refugees especially women and children
3. The UNHCR must consider her Resettlement as her safety and her family is at risk
4. The Bangladesh government to restore the Internet connection in Cox’s Bazaar to ensure the humanitarian assistance and the security of the refugees
5. The Bangladesh government to protect the rights and safety of Rohingya women and children as translated in the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) which Bangladesh is a Signatory
6. The United Nations to deploy UN Peace Keeping Force to ensure security and safety in the refugee camps
7. The United Nations to take real actions without delay to Stop Genocide in order to stop crimes, exploitations and trafficking against the refugee population

Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) is deeply concerns over the increasing number of death of ethnic minority Rohingya in Arakan State of Myanmar due to the fight between Arakan Army (AA) and the Myanmar military. The innocent ethnic minority Rohingya became the target of both AA and the military. The Rohingya were trapped in between and face various difficulties to survive. The affected areas including Buthidaung, Kyauktaw, Maungdaw and Rathedaung Townships.

In recent incident, Abul Kalam……53 years old died at his paddy field.

We do not know how long the fight will go on and how many Rohingya will be trapped and killed. This is a diversion from the real issue which is the Rohingya Genocide. Now the minority Rohingya are not only dying due to Genocide but also killed in the war between AA and the military.

At this critical condition, we don’t expect the United Nations and its agencies to standby for the humanitarian aid but to have a strong actions and political will to stop the Rohingya Genocide and the war between AA and the military. The ethnic minority Rohingya must be protected immediately. We feel very sad and frustrated as the Rohingya Genonide continues some quarters are doing humanitarian business with our life and death. They took advantage on the Rohingya Genocide for their own benefits without having a clear agenda and political will to stop the Rohingya Genocide.

The minority Rohingya in the Arakan State remains in Genocide and waiting to be killed. We want to emphasize that no point focusing too much on the humanitarian aid when the most mandated body in the world-the United Nations and others cannot stop the continuous Genocide towards the most prosecuted ethnic minority in the world-the Rohingya. The Rohingya are dying every single day and one day we just realize that there are no more Rohingya in the Arakan State.

The United Nations declared they need $920 million in 2019 for refugee work. Why can’t the United Nations put all the resources to stop the Rohingya Genocide instead of spending so much money on humanitarian but at the end of the day Rohingya is still dying due to so many reasons resulted from the Genocide?
The United Nations must revamp their laws. The United Nations no longer can wait for more Rohingya to die before taking real actions to stop Rohingya Genocide. In the case of Genocide the United Nations and its agencies must be able to step immediately into the Arakan State without the consent of the Myanmar government. How many decades more the United Nations need the time to act? If this continue no doubts that United Nations will collapse soon as it is no longer effective to stop Genocide and war crime. The United Nations must have a total overhaul in order to restore its mandate.

Obviously, the minority Rohingya cannot return to Myanmar in the current conditions. A lot more work need to be done by the United Nations, World Leaders and the International Community to bring back peace on earth. The failure of the United Nations and the International Community to stop the last stage of Rohingya Genocide is the failure of each one of us.

MERHROM will be handing over a Memorandum to the United Nations Representative soon in regards to this matter. We hope the United Nations will act immediately to protect Rohingya in Arakan State and making stronger efforts to stop Rohingya Genocide.

34th ASEAN SUMMIT 2019: RECOGNIZE ETHNIC ROHINGYA AS ONE LEGITIMATE ETHNIC IN ASEAN.
Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) on behalf of all ethnic Rohingya welcomes the 34th ASEAN SUMMIT 2019 that would be held in Bangkok, Thailand from 20th – 23rd June 2019.

The ethnic Rohingya hope something will be done to resolve the plights of the Rohingya. We hope Tun Dr. Mahathir Mohamad, the Prime Minister of Malaysia who will leads the Malaysian Delegation to raise the plights of Rohingya during the ASEAN Summit. We believe Tun have the capacity to bring all the member states to end the Rohingya Genocide in the region. We are very thankful to the Malaysian government who host Rohingya refugees for many years. We hope the Malaysian government to help us by taking leadership to end Rohingya Genocide and bring peace in the region. Ending Rohingya Genocide also means ending the Trafficking of Rohingya.

The Rohingya were made Stateless by the Myanmar government but we are the legitimate ethnic of the ASEAN. The ethnic Rohingya must be recognized as legitimate ethnic of ASEAN in order to pave the solution to their Plights. Therefore, we hope the Malaysian government who play the important role to bring Myanmar into ASEAN will be able to pave the way to end the Rohingya Genocide.

In the last year Chairman’s Statement during 33rd ASEAN summit, the Head of the States reaffirm their commitment to the full and effective implementation of the ASEAN Community Vision 2025 and the ASEAN Leader’s Vision for a Resilient and Innovative ASEAN. The Head of the States also stressed the need to find a comprehensive and durable solution to address the root causes of the conflict and to create a condusive environment so that the affected communities can rebuild their lives. However, there is no positive changes on the situation in the Arakan States but the Rohingya continue to be victimized especially after the fight between the Myanmar military with the Arakan Army (AA)

With the Theme ‘Advancing Partnership for Sustainability’ for 2019 ASEAN Summit, we hope the member states will give the top priority to end the Rohingya Genocide. This is very important step forward to achieve the ASEAN Community Vision 2025. How do we ensure “Advancing Partnership for Sustainability” when Rohingya Genocide is ongoing in ASEAN? We must stop the Rohingya Genocide in order to foster ASEAN community, economy and politic. This is very important for future direction of ASEAN.

We call on the Head of States of ASEAN, the Foreign Minister and the Women Minister to visit the largest refugee camp in Cox’s Bazaar to meet with the Rohingya refugees to get the first hand information. We hope with that information, the ASEAN Leadership can draw a permanent solution for the Rohingya in Arakan State. The repatriation is not the solution to the Rohingya Genocide. The ASEAN Leaders must not agree to the plan to repatriate the Rohingya to Myanmar as long as the Genocide is ongoing. In Conjuntion with the World Refugee Day tomorrow, 20th June 2019, MERHROM call upon the United Nations Security Council, United Nations High Commissioner for Refugees, Organisation of Islamic Cooperation, World Leaders and the International Community to come together to end the Rohingya Genocide. We must have the political will to end the Genocide otherwise our efforts and resources will be wasted. We cannot wait any further as the Rohingya Genocide already at the last stage of Genocide. We hope on this World Refugee Day 2019, there is new hope for the Rohingya and the rest of the refugees around the world. 34th ASEAN SUMMIT 2019: RECOGNIZE ETHNIC ROHINGYA AS ONE LEGITIMATE ETHNIC IN ASEAN.
Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) on behalf of all ethnic Rohingya welcomes the 34th ASEAN SUMMIT 2019 that would be held in Bangkok, Thailand from 20th – 23rd June 2019.

The ethnic Rohingya hope something will be done to resolve the plights of the Rohingya. We hope Tun Dr. Mahathir Mohamad, the Prime Minister of Malaysia who will leads the Malaysian Delegation to raise the plights of Rohingya during the ASEAN Summit. We believe Tun have the capacity to bring all the member states to end the Rohingya Genocide in the region. We are very thankful to the Malaysian government who host Rohingya refugees for many years. We hope the Malaysian government to help us by taking leadership to end Rohingya Genocide and bring peace in the region. Ending Rohingya Genocide also means ending the Trafficking of Rohingya.

The Rohingya were made Stateless by the Myanmar government but we are the legitimate ethnic of the ASEAN. The ethnic Rohingya must be recognized as legitimate ethnic of ASEAN in order to pave the solution to their Plights. Therefore, we hope the Malaysian government who play the important role to bring Myanmar into ASEAN will be able to pave the way to end the Rohingya Genocide.

In the last year Chairman’s Statement during 33rd ASEAN summit, the Head of the States reaffirm their commitment to the full and effective implementation of the ASEAN Community Vision 2025 and the ASEAN Leader’s Vision for a Resilient and Innovative ASEAN. The Head of the States also stressed the need to find a comprehensive and durable solution to address the root causes of the conflict and to create a condusive environment so that the affected communities can rebuild their lives. However, there is no positive changes on the situation in the Arakan States but the Rohingya continue to be victimized especially after the fight between the Myanmar military with the Arakan Army (AA)

With the Theme ‘Advancing Partnership for Sustainability’ for 2019 ASEAN Summit, we hope the member states will give the top priority to end the Rohingya Genocide. This is very important step forward to achieve the ASEAN Community Vision 2025. How do we ensure “Advancing Partnership for Sustainability” when Rohingya Genocide is ongoing in ASEAN? We must stop the Rohingya Genocide in order to foster ASEAN community, economy and politic. This is very important for future direction of ASEAN.

We call on the Head of States of ASEAN, the Foreign Minister and the Women Minister to visit the largest refugee camp in Cox’s Bazaar to meet with the Rohingya refugees to get the first hand information. We hope with that information, the ASEAN Leadership can draw a permanent solution for the Rohingya in Arakan State. The repatriation is not the solution to the Rohingya Genocide. ENDING CONFLICT, WAR AND GENOCIDES ARE THE KEY FOR SUSTAINABLE DEVELOPMENT GOALS (SDGs).

Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) has a very high hope for the 74th United Nations General Assembly (UNGA) in New York to find permanent solution to the Rohingya Genocide.

We are very worried on the Repatriation plan for the Rohingya in Cox’s Bazar refugee camps. We would like to reiterate that forced Repatriation of Rohingya to Myanmar is a breach of the International Laws and will not resolve the Rohingya plights. The solution to our plights must be based on the root cause of our plights which is the Genocide.

Currently, the Genocide against Rohingya is ongoing. On top of that the fight between the Arakan Army (AA) and the Myanmar Military is still ongoing in Buthidaung Township which resulted in the death of Rohingya. The ongoing Genocide and forced Repatriation only increases vulnerabilities to Human Trafficking and exploitations.

We welcome the Resolution adopted by the European Parliament on the situation of Rohingya. The comprehensive arms embargo on Myanmar, targeted sanctions against perpetrators, referral to the International Criminal Court (ICC) on the situation of Rohingya need to be implemented without any delay to save the remaining Rohingya in Myanmar.

We hope Tun Dr. Mahathir Mohamad, Malaysian Prime Minister will continue to highlight our plights in order to find a permanent solution for us. The support from Malaysia and other countries are crucial in ending the Genocide.

We appeal to the Prime Minister of Bangladesh to resume the internet connection in Cox’ Bazar as it is crucial for the Rohingya to communicate with the outside world on the current situation in the refugee camps and in Arakan State. We seek for the continuos support from the Bangladesh government until the United Nations able to end the Rohingya Genocide.

We appeal to the United Nations and the World Leaders to manifest the Laws that they created for the well being of the people on earth. The United Nations must be able to stop the Conflict, War and Genocide as it was the purpose of its establishment. The failure of the United Nations to stop Conflict, War and Genocide in this 21st Century contradicts the purpose of existence of the United Nations itself.

Ending Conflict, War and Genocide must be the Top Priority for the 74th UN General Assembly in order to achieve Sustainability Development Goals (SDGs). How to achieve these SDGs by 2030 if we cannot stop Conflict, War and Genocide now? How can we ignore the cries and the blood of the women and children? How can we just watch the innocent people have been murdered by their own government and wipe out from their own country? How can we just watch the legitimate government killing their own people in the name of Genocide? How can we just ignore the Perpetrators of the Crimes against Humanity? How can we allow the Perpetrators of the Crimes against Humanity continuously producing refugees and burdening the global community?

We, the Rohingya together with other survivors of Conflict, War and Genocide call upon the United Nations to take realistic actions to End the Conflict, War and Genocide without further delay. The United Nations must use its resources to prevent the Conflict, War and Genocide rather than allowing that happen and spending most of its resources for humanitarian aid globally. We condemned any forms of humanitarian business by any sectors. If Conflict, War and Genocide can be stopped, the resources can be channeled to securing this earth in the name of Climate Action to secure the well being of the global community.

SURVIVORS OF ROHINGYA GENOCIDE HEAL THEIR SUFFERING AND TRAUMA THROUGH FOOTBALL.

Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) would like to thank each and everyone who work very hard to materialize the 1st MERHROM FOOTBALL LEAGUE, hosted by MERHROM – Kedah State from 13th – 15th September 2019. This is the first time ever MERHROM organize the Football League since its establishment 21 years ago.

The objective of this program is to bring the Rohingya youth together to expose their skills and potentials in football sport. The 1st MERHROM FOOTBALL LEAGUE will provide the platform for them to play and connect them for our future program.

Through playing football we hope they could heal their suffering and trauma as Survivors of Genocide. Each of us has lived in Genocide for very long, it is traumatized and always haunted us. We want to forget and move on but our families were still there. It is very hard for us but we have to find mechanism to get out of it.

Through Football we want to educate the young Rohingya generation to be more responsible and respectful to themselves, their families, community, society and to the country that they seek refuge. Football teaches us about decipline, courage and tolerance. We will encourage our youth to increase their skills so that they can be professional players once they get resetlement to the third country.

MERHROM Football League will be held on yearly basis started from this year in different location. Soon after this we hope to organize MERHROM Football League (Below 12 years old) in Kuala Lumpur as we see a lot of talented Rohingya players at this age who trained themselves regularly. We encourage the Football coaches out there to come forward to train our young Rohingya players.

We hope through this Football League will help our young Rohingya generation to build their future and become leaders with good qualities for our community. By doing this we welcome any kind of assistance from the society, corporate and agencies for our future programs.

Apart from promoting healthy life sytle and bringing community together, we believe Football will bring Peace and Unity. The Football spirit will foster love and eliminate hatered especially for young generations. We realize that we are too small to change the system that exists in the world today. In this 21st century we still cannot End the Genocide. Therefore, we have to start something small to heal ourselves and bring changes to the people out there to make this world a decent place to live for everyone.

ALLOW THE ROHINGYA IN IDP CAMP IN MYANMAR TO RETURN HOME BEFORE REPATRIATION OF ROHINGYA FROM COX’S BAZAR.
Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) urge the Myanmar government to allow the Rohingya in the IDP camps in Myanmar to return and rebuild their life before thinking about the repatriation of Rohingya in Cox’s Bazar to Myanmar. The Rohingya in the IDP camps must be given full citizenship, rights as citizen, protection and compensation to all their lost.

The Rohingya Genocide and the war with different ethnic group are still ongoing in Myanmar. The Myanmar government, ASEAN, United Nations and the International Community at large must focus on the permanent solution rather than trying to cope with the result of the Genocide.

It is very obvious the involuntary repatriation of refugees and asylum seekers is a breech of the International Law. How could the United Nations, ASEAN and the International Community allow it? Though the Rohingya were made Stateless by the Myanmar government, we are still ASEAN community and the Global Community.

RESETTLEMENT VILLAGE FOR REFUGEES WILL LEADS TO BETTER MANAGEMENT OF REFUGEES IN THE COUNTRY.
Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) welcomes the idea of the Housing and Local Government Ministry to set up a Resettlement Village to regroup refugees registered under the United Nations High Commissioner for Refugees (UNHCR). However, we hope that the village will be accessible to their employment area for their survival.

Recognizing the idea will benefits the refugees in terms of access to health care, education and employment, MERHROM is willing to work closely with the ministry in providing the relevant information as MERHROM have branches in every state in Peninsular Malaysia.

The Rohingya in the country has contributed to the economic and development of Malaysia for the past 3 decades. We are more than willing to contribute in whatever possible way to the country that gave us refuge.

In 2015, MERHROM has helped the flood victims in Kelantan. We managed to collect more than one hundred thousands in goods and cash from the Rohingya community in Malaysia for the flood victims. We also helped the victims to clean their houses and villages.

MERHROM not only responded to the disasters in the country but also outside the country, In July 2018, MERHROM hand over RM8,700.00 donation in cash to YB Mohamad Sabu, Malaysian Defense Minister prior to his visit to the Rohingya refugee camps in Cox’s Bazar. The donation collected from the Rohingya refugees in Malaysia through MERHROM branches in every state.

MERHROM look forward for the proposed Training on Disaster Management by the YB Zuraida especially on floods, fire and landslides for the Rohingya refugees as we are scattered in every state in Peninsular and therefore can be mobilized for an urgent intervention during disasters.
In 2018, there are 3 incidents of fire involving few Rohingya families and individual. Two incidents took place in Kampung Pandan and one incident in Taping. MERHROM together with the Sekretariat PERKEMAS MERHROM INSAN PRIHATIN intervened immediately to help the Rohingya victims to move into the new rented house and providing immediate basic needs.

In December 2018, MERHROM’s National and State Comitttee Members underwent the Training on Elementary First Aid Training Programme at Lincoln University College under the collaboration between the Sekretariat PERKEMAS MERHROM INSAN PRIHATIN and Lincoln University College. It was proven that we managed to complete the 2 days Training Programme successfully where we are able to response correctly and timely during the emergency situation throughout the practical sessions.

We thank the YB Zuraida for bringing up these initiatives and we look forward to table the inputs to her soon.

On the official visit of the Indonesian President Joko Widodo to Malaysia, MERHROM really hope the two ASEAN Leaders will discuss on the solution to the Rohingya Genocide. The Genocide against the Rohingya must be stop in order for the Rohingya to return home safely. We thank Tun Dr. Mahathir, Prime Minister of Malaysia and Indonesian President Jokowi for their endless support for the Rohingya.

MERHROM WELCOMES THE GOVERNMENT MOVE IN TACKLING ROHINGYA ISSUE.
Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) welcomes the plan of the Malaysian government to placing the Royal Malaysian Police (PDRM) and the Immigration Department soon in resolving the issue of Registration of Rohingya refugees.

MERHROM would like to thank Datuk Seri Dr. Wan Azizah Wan Ismail, Deputy Prime Minister of Malaysia for this initiative because thousands of Rohingya asylum seekers are still waiting for the registration with the UNHCR office. They do not have any document from the UNHCR while waiting for the refugee status determination process. They are classified as undocumented and at high risk of arrest and detention.

MERHROM continuosly receiving complaints from the Rohingya community that they waited for 5 years now but still cannot get registered with the UNHCR. Another Rohingya man said that he waited for 8 years now for the registration. He really hopes that this year the UNHCR will call him for the refugee status determination process.

Undocumented Rohingya asylum seekers faced many challenges especially to get treatment and to get job for their survival due to no document. All government hospitals and private clinics required a document in order to get treatment. Being undocumented denied the Rohingya from access to treatment. We hope the UNHCR will issue a letter to all Rohingya asylum seekers before they get their refugee status.

On top of that, they face difficulties to get job because the employers afraid to employ undocumented person. This makes them really in difficult situation to survive. In some cases, their salaries were not paid by the employers but they cannot claim their salary due to no document. Delay registration only exposes the vulnerable Rohingya asylum seekers to more exploitation.
MERHROM appeals to the Malaysian government to consider giving temporary work permit to the Rohingya refugees in order for us to work legally without the fear of arrest and detention. We are not going to steal the local job opportunities as we work in dangerous, dirty and difficult job which Malaysian do not want to work.

We owe a lot to the Malaysian government and the Malaysian people for their support to us. We have been seeking refuge in this country for more than 3 decades. We will continue to make significant contributions to the development of Malaysia and its economy until we can return home.

MERHROM really hope the plan to place PDRM and Immigration together in the refugee status determination process will be implemented soon to speed up the registration process for the Rohingya and subsequently to reduce the corruption.

We thank the Malaysia government for the continuos effort to resolve the Rohingya Genocide. We will never forget the support of the Malaysian government and its people for us, the survivors of Genocide.

We are in full support of the government plan as these are the important aspect of refugees’ life. We thank very much the support of the Malaysian government towards refugees for decades. Though Malaysia is a small country but the government and its people have a big heart. Without that support we cannot survive until now.

MERHROM together with the Sekretariat Perkemas Merhrom Insan Prihatin is in the midst of collecting data on Rohingya refugees in the country. We will share the outcomes of the database with the relevant agencies in order to help the government and the United Nations High Commissioner for Refugees (UNHCR) to manage refugees better as well as to combat human trafficking and exploitations of refugees.

We welcome the strong statement from YB Dato’ Saifuddin that Rohingya oppressors must be brought immediately to the International Criminal Court (ICC). This is what we have been advocating for decades. Rohingya Genocide must be stop immediately as we are in the final stage of Genocide. The supports from all world leaders especially Malaysia is crucial to end the Rohingya Genocide. We have to stop the Myanmar government from continuosly producing refugees because it has lots of impacts to the neighboring countries and contributes to the increase of human trafficking crimes in the region.

SEEKING SUPPORT TO RELEASE ROHINGYA DETAINEES IN SHUMAISI DETENTION CENTRE, SAUDI ARABIA WHILE THE MONTH OF RAMADAN APPROACHING.

Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) feels very sad and heart broken over long detention of hundreds of Rohingya who were detained in Shumaisi detention centre, Saudi Arabia for the past 7 years. At least 650 Rohingya detainees at Shumaisi have begun a hunger strike since Saturday and to date at least 7 were hospitalized. This is the third hunger strike in the recent months. Muslim all over the world will celebrate the holy month of Ramadhan in 17 days. We appeal to the Kingdom of Saudi Arabia to release them so that they can perform their religious duty in a meaningful way.

About 650 Rohingya were detained in the Shumaisi detention centre after they fled Rohingya Genocide in 2012 and seek refuge in Saudi Arabia. As Rohingya citizenship was stripped off by Myanmar 1982 Citizenship Law, most Rohingya who fled the country will use Bangladesh passport after they were made Stateless by the Myanmar regime.

We regret that thousands of Rohingya who are the Genocide survivors were detained in exile due to documentation problem. As we continue to demand the United Nations to take immediate actions to stop Rohingya Genocide, we call on the Kingdom of Saudi Arab and the other government who are hosting Rohingya refugees and asylum seekers to free Rohingya from detention as we had no where to go, as we cannot return to our homeland. We need your support for us to continue our lives especially for our women and children.

We hope there is no more Rohingya facing long detention in detention camps at any countries as detention camps are not meant to hold Stateless Genocide survivors. But this is the reality that we are facing in exile and therefore we call upon the government involved to look into this matter in support for the Stateless Genocide survivors. We regret that thousands of Rohingya suffer health problem, mental health problem, and violations of human rights or even died in detentions camps in various countries as we fled Genocide.

While Rohingya in Arakan State continuously facing Genocide and many more Rohingya were killed during the fighting between Arakan Army (AA) and Tatmadaw, we call upon the Kingdom of Saudi Arabia to free our Rohingya brothers as their families in refugee camps in Cox’s Bazaar are appealing. We also call upon the Kingdom of Saudi to stop deportation of Rohingya to Bangladesh as the situation of Rohingya in Bangladesh is even worst.

We are thankful to the Kingdom of Saudi Arabia who helps thousands of Rohingya in exile under its humanitarian missions. While we continue to seek continuous morale and humanitarian support from the Kingdom of Saudi Arabia, we also deeply hope that the Rohingya detainees will be release soon before Ramadhan and be given permission to stay and to work to support their lives as well as to contribute to the Kingdom of Saudi Arabia.

To all brothers and sisters in the world, please pray that all Rohingya survivors will be given strength for this upcoming Ramadhan.

JOINT PRESS STATEMENT ON THE CURRENT SITUATION OF ROHINGYA IN RAKHINE STATE FOLLOWING THE WAR BETWEEN ARAKAN ARMY (AA) AND MYANMAR MILITARY.

12th APRIL 2019
Malaysian Consultative Council of Islamic Organization (MAPIM) and Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) are deeply regret over the continuous attack on ethnic Rohingya in Arakan State of Myanmar since the war between Arakan Army (AA) Myanmar military started in January 2019.

The situation of Rohingya becomes worst. The Rohingya were trapped between the fighting. Now Curfew has been imposed to 5 Townships in Arakan State since 1st April 2019 making the lives of Rohingya even more complicated. Both AA and the Myanmar military are attacking and killing the Rohingya. But still there is no action taken by the United Nations on the current situation of Rohingya in Arakan State.
Rohingya civilian have been shot to death, Rohingya’s houses have been burnt, last month a Rohingya man died when he steps on a bomb left by AA in the paddy field and in recent incident, military helicopter shot Rohingya from air resulted 20 Rohingya died and more than 30 injured. Until now the fighting is ongoing.

We cannot imagine what will happen after this if there is no urgent intervention by the United Nations Security Council and the International Community. Sadly, on top of our suffering, Irrawaddy media being insensitive by making jokes on Rohingya Genocide when the Irrawaddy media produce cartoon about Rohingya Genocide.

Myanmar government accused that the Rohingya is supporting AA, but the fact is none of Rohingya supporting AA and there is no evidence of their involvement with AA. On 3 April 2019, some Rohingya villagers went to Saintoung Hill to cut bamboo and wood for their houses. They already obtain the permission letters from military, police, head of village, and head of Township. Now the Myanmar government said they are killing bad people which refer to the Rohingya who were killed by the Myanmar military.

If it is true, the Myanmar government killing bad people why the government wants to pay compensation for the Rohingya who were shot to death by the military helicopter. The government will pay compensation about 1.5 million Kyat per death of ethnic Rohingya and they will provide treatment for those Rohingya who were injured. The Myanmar government announced that they will give compensation and treatment after the Rohingya families demand justice from the government.

It is very strange why all the fighting took place in Rohingya villages not at Rakhine village. We don’t hear any ethnic Rakhine civilian or AA died in the fighting except for the first fighting where 13 AA were shot to death by the military and we cannot verify if it is true or mock fighting. Myanmar government must stop telling lies to the world.

With the continuous Genocide in Arakan State and worst situation of Rohingya in refugee camps in Cox’s Bazar, as well as uncertainty in Bangladesh stand on Rohingya, it pushed thousands of Rohingya out of the country and the refugee camps and finally they fall into the hand of the human traffickers in the region.
Lots of Rohingya women and girls were kidnapped from the refugee camps by the traffickers and they were forced into prostitution. A lot more Rohingya men, women and children were trafficked to different countries in order to save their lives. Rohingya Genocide must be stop urgently. We have enough evidences that Myanmar military committing Genocide crime to the ethnic minority Rohingya. We regret until now there is no political will to stop the Rohingya Genocide.
The ethnic minority Rohingya need the urgent intervention of the United Nations and the International Community to stop the Rohingya Genocide. Delay intervention cause elimination of Rohingya from the earth and it is the most shameful things happen in this 21st century.
Therefore we call upon:
I. United Nations Security Council to immediately deploy peace keeping force into Arakan State to stop ongoing Rohingya Genocide
II. United Nations and its member states must immediately impose an economic boycott, arm embargo and targeted sanction to Myanmar
III. United Nations and its member states must actively engage in the process of bringing the perpetrators of Rohingya Genocide to be accountable for crimes against humanity
IV. All countries must demonstrate its political will to stop Rohingya Genocide and uphold the rights of Stateless Rohingya minority in line with Universal Declarations of Human Rights (UDHR) and other human rights Conventions.
V. The investment and trade with the Myanmar government must be halt immediately until the Myanmar government stop the Rohingya Genocide and recognize ethnic minority Rohingya as citizen.
VI. The investment and trade with all counties that support Myanmar must be halt immediately

ROHINGYA VILLAGES ARE UNDER ATTACK IN BUTHIDAUNG TOWNSHIP, ARAKAN STATE OF MYANMAR.

Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) is very frustrated on the failure of the United Nations and its Securuty Council to stop the Rohingya Genocide. The fighthing between the Arakan Army (AA) and the Myanmar military has been on going since January 2019. Some Rohingya has been killed by both AA and military during the fighthing.

In the recent incident, on 3 April 2019 in afternoon, the AA and the military attacked the Rohingya villages in Buthidaung Township including Ketuparang, Hamsafara, Sansifara, Dabushong. Both AA and military shot Rohingya villagers resulted 18 Rohingya died and 50 injured. This morning we were told that the numbers of Rohingya died and injured has increased. On top of this, 2 military helicopters drops the bomb at Saintoung Hill in Buthidaung Township. We do not know many many died and injured in the bomb blast.

The big question remain is WHY both AA and Myanmar military attacked the Rohingya villages if it is true the fighthing is between AA and the Myanmar military. The fighting should take place at ehtnic Rakhine villages. Since January 2019, we do not hear ethnic Rakhine being killed during the fighting. Only ethnic Rohingya being killed.

We strongly believe the fighting between AA and the Myanmar military is a mock fighthing. The fighthing between AA and the Myanmar military is part of Myanmar systematic plan to eliminate Rohingya from Arakan State. The fighting between AA and Myanmar military is a Genocide plan. It is very strange most of the fighthing between AA and Myanmar military took place at Rohingya villages

These are the real challenges for the United Nations leaderships as the mandated body to stop the Rohingya Genocide. We have been watching worldwide the impact of Rohingya Genocide but until now the Genocide continue. This meant we have not learnt anything from the Rwanda Genocide. The failure for the United Nations to stop Rohingya Genocide is the failure of the United Nations leaderships and the rest of world leaders in this 21stcentury to restore peace and humanity. The world will be watching who will take the challenge and make a difference to the world.

In the Myanmar Parliament session in March 2019, a Rakhine Member of Parliament made a strong statement that ethnic Rakhine and AA should not fight with the military but should fight Benggali which refers to Rohingya.

We call upon the United Nations Security Council, World Leaders and the International Community to intervene immediately to restore peace and save Rohingya in Arakan State particularly in Buthidaung Township now. Delay intervention caused more Rohingya to die at this last stage of Rohingya Genocide.
Pray for Rohingya, Save Rohingya.

Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) is deeply concerns over the increasing number of death of ethnic minority Rohingya in Arakan State of Myanmar due to the fight between Arakan Army (AA) and the Myanmar military. The innocent ethnic minority Rohingya became the target of both AA and the military. The Rohingya were trapped in between and face various difficulties to survive. The affected areas including Buthidaung, Kyauktaw, Maungdaw and Rathedaung Townships.

In recent incident, Abul Kalam……53 years old died at his paddy field.

We do not know how long the fight will go on and how many Rohingya will be trapped and killed. This is a diversion from the real issue which is the Rohingya Genocide. Now the minority Rohingya are not only dying due to Genocide but also killed in the war between AA and the military.

At this critical condition, we don’t expect the United Nations and its agencies to standby for the humanitarian aid but to have a strong actions and political will to stop the Rohingya Genocide and the war between AA and the military. The ethnic minority Rohingya must be protected immediately. We feel very sad and frustrated as the Rohingya Genonide continues some quarters are doing humanitarian business with our life and death. They took advantage on the Rohingya Genocide for their own benefits without having a clear agenda and political will to stop the Rohingya Genocide.

The minority Rohingya in the Arakan State remains in Genocide and waiting to be killed. We want to emphasize that no point focusing too much on the humanitarian aid when the most mandated body in the world-the United Nations and others cannot stop the continuous Genocide towards the most prosecuted ethnic minority in the world-the Rohingya. The Rohingya are dying every single day and one day we just realize that there are no more Rohingya in the Arakan State.

The United Nations declared they need $920 million in 2019 for refugee work. Why can’t the United Nations put all the resources to stop the Rohingya Genocide instead of spending so much money on humanitarian but at the end of the day Rohingya is still dying due to so many reasons resulted from the Genocide?
The United Nations must revamp their laws. The United Nations no longer can wait for more Rohingya to die before taking real actions to stop Rohingya Genocide. In the case of Genocide the United Nations and its agencies must be able to step immediately into the Arakan State without the consent of the Myanmar government. How many decades more the United Nations need the time to act? If this continue no doubts that United Nations will collapse soon as it is no longer effective to stop Genocide and war crime. The United Nations must have a total overhaul in order to restore its mandate.

Obviously, the minority Rohingya cannot return to Myanmar in the current conditions. A lot more work need to be done by the United Nations, World Leaders and the International Community to bring back peace on earth. The failure of the United Nations and the International Community to stop the last stage of Rohingya Genocide is the failure of each one of us.

MERHROM will be handing over a Memorandum to the United Nations Representative soon in regards to this matter. We hope the United Nations will act immediately to protect Rohingya in Arakan State and making stronger efforts to stop Rohingya Genocide.

STOP CHILD MARRIAGE, PROTECT CHILD RIGHTS.

Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) feels very sad over the marriage of our young Rohingya girls aged 11 years old. This should never happen as she should be in school and not become a housewife at this age. MERHROM wants to emphasize that this is not a common practice in Rohingya community. Usually we marry off our daughther when they reach the age of 16 and above. It is very heart broken to see our young girls getting married at the age of 11 as she will be facing some health risk especially when she is getting pregnant at this age. We must recognize at this age, she should be in school, playing with her fellow friends and enjoying her child life in the best way.

The marriage of Rohingya child raises some issues. Firstly, child marriages happen because there is no law governing the marriage and divorce of Rohingya community. The Rohingya Islamic Issues are not under the jurisdiction of the Syariah Law of Malaysia. The Rohingya community depends on Rohingya Ulama or Ustaz in the matter of marriage but not divorce. There is no proper procedure for our marriage and divorce. There is no marriage course and health screening for Rohingya couples who wants to get marry. There is no record of marriage and divorce of Rohingya community. All of these led to more problems in the marriage as most of Rohingya couples married at young age with limited knowledge on family and parenting.

The Ulama or Ustaz who conduct the marriage are not getting any permission from the Malaysian authorities such as Islamic Religious Office to conduct the marriage for Rohingya couples. Every Rohingya who wants to get married they will pay RM100.00-200.00 to the Ulama or Ustaz who conduct the marriage. Then, they have to pay RM200.00- RM250.00 in order to get the marriage certificate from other parties. The marriage certificate can be issued by any Rohingya groups sometimes without witnessing the marriage ceremony.

MERHROM had received increasing numbers of cases involving marriage and divorce of Rohingya community. We have cases of Rohingya wives who ran with another man without divorce. We have cases of Rohingya women who married another man before completing her iddah period. We have cases of Rohingya man who married someone wives. All this happen because there is no proper record and no proper background checking conducted before the marriage took place.

In the case of divorce, the husband and wife and their families are not reffering back to that particular Ulama or Ustaz. There is lack of accountability of Ulama or Ustaz in the case of marriage and divorce. There is no divorce certificate issued after the divorce which led to other problems.

Many Rohingya unable to get refugee status from the UNHCR. This make them undocumented asylum seekers. This forced them using fake UNHCR card or an idenfitication letter from community based group to get married. This become problematic when they have children as their children cannot get the birth certificate from the Registration Department of Malaysia which led to other problems.

Secondly, the absent of formal education system for Rohingya community push Rohingya children especially girls into child marriage or force marriage. Force marriage is a form of human trafficking and that is a serious crime that we all must fight together. The absent of formal education system give power to the parents to determine if they want to send their children to school or not. The parents will determine at what age they want to marry off their girls for whatever reasons.

Thirdly, we must recognize that one of the factors that push for child marriage is due to financial problem. Though we understand the hardship of Rohingya to feed their families but we hope there is no more parents who marry off their under age girls for survival. We hope the Rohingya community will be given permission to work legally for their survival. Rohingya refugees and asylum seekers are broken person. We are the survivors of genocide for long decades. Until now our situation does not improve though we are safe in the foreign soil. Therefore, we need the support from all sectors in the society to help us before we can return to our homeland.

We welcome the desire of the new the Government to help Rohingya community in Malaysia. We hope the new Government will look into our welfare especially in employment, education, religious issues, healthcare and security. Malaysia is a signatory of CRC and CEDAW. We hope our children and women will be protected under the Malaysian Laws. We also would like to thank the Malaysian society for making significant efforts to prevent the child marriage and to protect our children.

These are some of our recommendations to the Islamic Religious Department, Malaysian Government, UNHCR and the society:

1. All Islamic Religious matter of Rohingya community must be covered under the Syariah Law of Malaysia
2. Formal Education System for Rohingya children must be established in order to prevent Rohingya child from child marriage/forced marriage and involvement in negative behavior
3. We call on UNHCR to speed the registration process for the Rohingya asylum seekers in order to protect their rights
4. Stern action must be taken to parents, Ustaz or Ulama who conduct the marriage of underage Rohingya girls
5. We call on the Malaysian society to support us especially our children to learn as much as possible to achieve their full potential in society.

Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) welcomes the move by the Malaysian Government to establish Royal Comission of Inquiry to investigate Human Trafficking case in Wang Kelian, Perlis. It is a significant move by the new government in order to address the issues of Human Trafficking not only in Malaysia but in the region especially.

We hope this move will bring justice to them who lost their lives in order to survive from Genocide back home. Though the public at large do not know about the existing of the Trafficking camp in Wang Kelian, it was not a secret to the most Rohingya who fled our country due to Genocide. They witness everything in the Trafficking camp. The torture, the shooting, the cry of women and chidren, sickness, hunger, weakness, hopeless, greediness and the death. It was a nightmare that anyone cannot imagine. They have to go through all this in order to survive. However for some of them, they die in the battle.

We really hope the establishment of the Royal Commission of Inquiry will bring justice to them and their families. We hope no longer similar cases happen anywhere in this world. We understand that the fight against Human Trafficking cannot be done alone as it involved other countries. Therefore the significant interventions by the affected countries are crucial to combat Human Trafficking.

One of the reasons that contribute to Human Trafficking is Genocide. Therefore we really need the support from the other countries to Stop Rohingya Genocide. We need the voice of the World Leaders to be our voice. We would like to thank the Malaysian government for voicing out the Plights of Rohingya at local and International level. We hope the Malaysian Government under the Leadership of Tun Dr. Mahathir Mohamad will continue to put pressure at the International Level in order to stop Rohingya Genocide.

We love our country. We want to return home. However we cannot return when the Genocide is still ongoing. The failure to stop Genocide is the failure to stop Human Trafficking. Therefore, we appeal to the government to protect and support the victim of human trafficking.

MEMORANDUM TO THE NATIONAL HUMAN RIGHTS COMMISSION (SUHAKAM) ON THE PLIGHTS OF ROHINGYA IN MALAYSIA.

We, the coalition of non-governmental organizations would like to urgently address the plights of Rohingya in Malaysia to your good office for your attention and interventions.

The Rohingya fled their homeland, Arakan State due to systematic prosecutions by the Myanmar military government. We must emphasize that Rohingya are not illegal migrants but they are asylum seekers and refugees and therefore must be granted International Protections according to the International Laws and Jurisdiction though Malaysia yet to sign the Refugee Convention 1951 and its 1967 protocol.

The Rohingya became the victims of Slow Burning Genocide in Myanmar since 1942, it was 70 years ago. The situation of Rohingya in Arakan State has not improved especially after 2012 military operation. Obviously there is no political will to resolve the Rohingya Genocide. Therefore, the support from the International community is very crucial. The support from the countries where Rohingya seek refuge is even crucial.

We applaud the Malaysian government support for the Rohingya but we need to ensure greater protections to them as the government policies on refugees only put them at highest risk of human rights abuses, exploitation and human trafficking.

We received numerous complaints from the Rohingya community. The major complaint we received is arrest and detention of Rohingya asylum seekers and refugees due to no document and no work permit. This arising from the delay of the United Nations High Commissioner for Refugees (UNHCR) to register Rohingya asylum seekers. The failure of UNHCR to determine their refugee status timely make them illegal and they were subjected to arrest and detention.

The Rohingya asylum seekers need to wait between 1- 5 years or even longer before they get UNHCR card which is not the case of other ethnics. We have cases of Rohingya waited for 10-18 years but still did not get registered with UNHCR though they constantly send a letter or fax as required by the UNHCR.

We must emphasize that long delays of refugee determination process by the UNHCR is a violation of human rights to Rohingya because lots of Rohingya were arrested and detained in detentions camps while waiting for their refugee determination. Once they are in detention they were subjected to various human rights abuses. Estimated 100,000 Rohingya still not registered and easily subjected to arrest and detention.

The Rohingya refugees who hold the UNHCR card are also arrested while working. This make them detained in the camps for certain period before UNHCR managed to release them. We have cases where they faced long detention. While the government allow refugees to seek protection here but there is no legal permission to work. Therefore they will be arrested and detained if found working. Rohingya Refugees and asylum seekers must be allow to work to meet their family needs. If not we are not helping in their survival.

We received numerous complaints over the human rights abuses of Rohingya in detention camps, lack of food, water and treatment, as well as the unhygienic conditions and overcrowded in detention camps throughout Malaysia. We must emphasize that the Rohingya cannot be detained in the detention camps or prisons as they cannot return to their country. This government policy to detain Rohingya in detention camps only further victimized them as victims of Genocide and increases government expenditures.

Detention of Rohingya only open the door to more abuses including physical abuse, sexual abuse, mental abuse and other form of exploitations, corruptions and discriminations. The deaths of Rohingya are quite high compared to other ethnics. We believe the death of Rohingya is the highest due to long detentions. In some cases Rohingya died due to diseases but in some cases Rohingya died due to physical abuse by the immigration officers. We take this issue seriously and therefore thorough investigations must be conducted without further delay.

Long detention of Rohingya only increases their trauma and jeopardizes their health as the spread of diseases in the overcrowded camps is rampant and there are no measures taken by the authority to curb the spread of diseases in detention camps as well as to improve conditions in detention camps.

We are very concerns over the corruption and abuse of power by the enforcement officers as well as UNHCR officers towards Rohingya at every level. Obviously the absent of Comprehensive Law and Policy on refugees and asylum seekers only put the lives of Rohingya at stake and hamper the government efforts to combat corruptions and abuse of power.

Therefore we call on the Malaysian Human Rights Commission (SUHAKAM) to immediately :

1. commence an Independent Commission of Inquiry into these complaints and take immediate actions accordingly
2. advocates for development of Comprehensive Law and Policy on asylum seekers and refugees to ensure protections and rights to work for asylum seekers and refugees
3. hold a meeting with the UNHCR to ensure greater protections to Rohingya asylum seekers and refugees particularly to expedite refugee determination process and the release of Rohingya asylum seekers and refugees from detention camps
4. establish an Independent Commission of Inquiry to improve the conditions in detention camps, access to health care and human rights abuses towards detainees
5. lobbying the Malaysian government to ratify Refugee Convention 1951 and 1967 Protocol

THE UNITED NATIONS TO RECOGNIZE RAKHINE CRISIS AS A GENOCIDE AND INVOKE RESPONSIBILITY TO PROTECT (R2P) BEFORE ANY REPATRIATION PROCESS BEGINS

We, coalition of Malaysian NGOs appeal to the United Nations to call Rakhine crisis as genocide and invoke Responsibility To Protect (R2P) to ensure the safety of the Rohingya before any repatriation process begins. The United Nations High Commission For Refugees has not seen the details of the agreement and announced that Myanmar ‘s Rakhine State are not yet in place to enable safe and sustainable return as informed by Adrian Edwards, a spokesperson for the Office of the UN High Commissioner for Refugees (UNHCR) on 24 November 2017.
Therefore, we urge the UN to play a significant role in monitoring the process closely to avoid any possibility of forced return and its disastrous after-effect for doing so.
Myanmar has not shown any sign of wanting to improve the situation by starting reconciliation process or promoting peace and stability and dismantling what is reported as ‘a vicious system of state-sponsored, institutionalized discrimination that amounts to apartheid’ by Amnesty International on 21 November 2017.
In the 1990s and early 2000s, tens of thousands of Rohingya refugees were returned from Bangladesh to Myanmar in a large scale repatriation operation, with the assistance of the UN Refugee Agency but they continued to face systematic state sponsored discrimination and waves of violence in Rakhine State.
Large numbers of Rohingya entered Bangladesh in 1978 and again in 1991-92, and more fled to Bangladesh during clashes in Rakhine State during October and June of 2012, although many were turned back. The repatriation process started following the 1991-92 influx after UNHCR helped broker a deal between Myanmar and Bangladesh.
However, UNHCR pulled out of the program in December 1992 over concerns that there was a lack of security for those returning to Myanmar. It also found cases of forced repatriation and the Bangladesh government blocked its access to refugee camps.
The agency returned the following year when it signed a new agreement with both the Bangladesh and Myanmar governments to monitor repatriations and between mid-1992 and 1997, more than 230,000 Rohingya were repatriated. But the process stopped completely in July 2005 when the Myanmar government refused to extend the deadline for the original agreement and continued to block some repatriation efforts. Plans to restart it in 2009 stalled when about 9000 refugees cleared for repatriation refused to return to Myanmar.
Therefore, we, the signees of this memorandum, hereby calls upon the United Nations to :
1. Recognized and acknowledge the crisis as genocide.
2. Invoke Responsibility to Protect (R2P) and send peacekeeping troops into Rakhine State to ensure stability and safety
3. Ensure the safe passage for the Rohingya to return back to their homes and all returns must include ‘the informed consent of refugees’.
4. The refugees also should have an option to seek international protection.
5. The refugees to be placed in proper accommodation should the repatriation plan is up to the standard of the international law, not in displacement camps, settlement zones or ‘model villages’ as announced by the Myanmar government. This would only allow further abuse as they have experienced in the past with the government restricting the access of aid agencies.
6. To pressure Myanmar to recognize the Rohingya as their citizen, to review the 1982 citizenship law, to combat discrimination and segregation
7. To pressure Myanmar to allow unhindered access to aid workers in Rakhine State.
International community should send a clear message to Myanmar that it would not tolerate any violence and further abuse on the Rohingya and would support strongly and monitor all investigations and prosecutions by Myanmar or through carrying out such investigations and prosecutions under universal jurisdiction.
The world community has failed the Rohingya too many times. We do not want to fail them again this time.
This call for conscience, in defence of basic human rights and respect for a person and in pursuit of a morally responsible global citizenry, is endorsed by the following non-governmental organizations.

The Muslim massacre of 1942 in Arakan, Burma (Before Independence)

When British withdrew, the administration of Arakan division was entrusted to a Magh Buddhist extremist, U KyawKhine, with the power of commissioner of Arakan division. Many British soldiers left leaving behind a large number of arms, which easily reached the hand of Maghs.

The barbaric Muslim massacre started on 28th March 1942 at the order of Thakin leaders of Arakan. The Magh fell upon the innocent Muslims of Chanbilli village of Minbya Township. The carnage was unbelievable and hundreds of Muslims including children and women met their fatal end. Many Muslims jumped into the river and hid in the forest. People in water were shot dead. With their long swords the Maghs butchered the half-dead men, women and children. Those still alive in the carnage were stabbed with the pointed spears and cut them into pieces. Rohingya girls and women after having been raped were murdered and the children were mercilessly slaughtered by throwing them upward and putting the sharp side of the long-dahs or swords under them. The breasts of the women were peeled.

The same event of the tragic end of Shah Shuja and his followers in 1662 was just repeated once more in 1942. The Maghs of the neighbourhood carried away their cattle, rice, paddy and even clothes. The Thakin leaders took costly things like gold and silver and other booties were given to savage plunderers. The waters of the historic Lemro River had once more turned red with the blood of Muslims.

The next day on 29th March the armed Maghs attacked Lombaissor. The Rohingya resisted but were defeated and many Muslims were massacred. Like the daughter of Sultan Shuja many women in order to save their modesty threw themselves into the river. Some escaping group of 15000 Muslims were intercepted at TaungyiNyo by the Maghs and were killed after looting their belongings. Women were killed after being raped for some days. Also, 10,000 men, women and children were killed at Apawkwa pass in the same way as TaungyiNyo.

After destroying Chanbilli and Lambaissor in Minbya Township the Thakin attacked Raichaung and Pankha villages of Myebon Township on 1st April 1942. Almost all of 15,000 Muslims of these two villages were massacred.

Attempts were made to carry out massacre at Kyauknimaw of Ramree Township, but they were saved in a miraculous way. The Muslims of Kyaukpyu were given protection by British forces. On 8th April 1942 the Magh carried out the massacre at the villages of Kyauktaw, Mrohaung, Pauktaw and Rathidaung.

Abedin the richest man of Afouk (Apawkwa) used to say that “the Maghs are like dogs, if you throw bones at the dogs they are silent. Similarly if you give money to the Maghs they would not harm you.” But at the last moment his wealth could not save him. Although he narrowly escaped the massacre he had to breathe his last in refugee camps at Rangpur, needy and broken heart. It is one of the thousands of examples.

At the end of April the onslaught swept over the township of Rathidaung and Buthidaung. The villages up to Khwachoung in the township of Buthidaung were destroyed and burnt down. Taung Bazar, north of Buthidaung and its surrounding villages also came under Magh attack.

Three fourths of the Muslims of Rathidaung Township were massacred. The rest were lucky enough to reach Akyab. The Muslims of Akyab had the opportunity of acquiring some arms and training to defend themselves. Both offensive and defensive preparations of the Muslims in Akyab under the leadership of Sultan Mahmud, TambiMaracan and others frightened the Maghs.

The result of the Muslim massacre of 1942 is that, 307 Muslim villages had disappeared from the soil of Arakan. More than 100,000 Muslims were massacred and 80,000 fled to Chittagong and Rangpur Refugee camps. The Muslim majority area of the east of Kaladan River had turned into a Muslim minority area.

But the loss in terms of human civilization and moral value is much greater. The 1942 massacre gave the scar mark of bitterness in the minds of the two-sister people against one another who, otherwise, peacefully co-existed in Arakan since 1200 years back.

STOP MASACCRE: SAVE THE REMAINING ROHINGYAS IN ARAKAN STATE.

Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) strongly condemned the military regime for starting the riot again towards defenseless Rohingyas. In the recent incidents which started on 21st October until now, twelve (12) villages in Min Bya Township town and MraukOo town have been burnt down by the military, police and Rakhines Buddhist. Though the military has denied their involvement but the villagers confirm the involvement of the military and the police in the recent riots.

The source from the ground stated that about 4200 houses and 7 mosques have been burnt and estimated 1000 Rohingyas has died including women, men and children in Minbya, MraukOo, KyawPyu, Myebon and Pauktaw. This contradicts the number of death stated by the military. The military today stated only 3 person has died which is not true as they want to cover the real toll death.

We heard four (4) more villages will be attacked in MraukOo town. The military and Rakhines Buddhist has threaten the Rohingyas and scary them. We do not know what will happen tomorrow. How many lives more will be lost.

In Kyawpyu, more houses have been burnt. Thousands of Rohingyas fled their houses. Thousand of Rohingyas now are on the sea struggling to save their lives.

Since the massacre in June 2012, the military, police and the Rakhines Buddhist has warned the Rohingyas to flee the Arakan State if they want to save their life and their family. If the Rohingyas fail to do so, they will be death and that is what happening since June until now. The military regime will never stop until we are remove from Arakan State.

We are very frustrated as the biggest mandated body in the world which is the UNITED NATIONS has FAILED in their duty to save the lives of the affected Rohingya minority even after they announced that the minority Rohingyas is the most prosecuted ethnic in the world. Unfortunately, until today the United Nations has failed to carry their mandate as they only watching the defenseless and hopeless Rohingyas has been killed without taking any real action. Until now we do not know what is the plan of the United Nations to stop the massacre over Rohingyas. We are Questioning the United Nations why until now they fail to send Peace Keeping Mission to the affected area in Arakan State? What else you are waiting for? What is stopping you from sending your Peace Keeping Mission in this very critical situation? How many lives more must be sacrifice before you can take real action?

We would like to earnestly request UN, EU, USA, UK, OIC and ASEAN countries to urgently call for an emergency meeting of United Nations Security Council and deploy international peace keeping force and observers in Arakan State to prevent the further loss of lives and property of Rohigyas

The United Nations must be accountable for the massacre of Rohingyas in Arakan State. The failure of the United Nations to stop the massacre caused thousands of Rohingyas has been murdered brutally.

FREE ROHINGYAS FROM GENOCIDE.

Dear Chief Editors,

Myanmar Ethnic Rohingyas Human Rights Organization Malaysia (MERHROM) received numerous urgent calls from Rohingyas in Arakan State of Myanmar. On 2nd April 2013 at 2.45 am in MaungNifara Village of Maungdaw Township, Rohingyas villagers saw 35 Rakhines Buddhist gathered near the mosques in the village. The Rakhines brought petrol, matches and lethal weapon with them. The Rohingyas immediately reported to the security forces namely Nasakaand Police. The security forces brought the 35 Rakhines to other place and question them. The Nasaka and the Police then told the Rohingyas to return home without explaining the intention of the Rakhines gathered near the mosque. The Rohingyas believe that they were planning to burn the mosque. However there is no action taken against the Rakhines group who clearly has a plan to burn down the mosque.

On 3rd April 2013, at about 3.00am in Butthidaung main city, a group of Rakhines trying to enter the main mosque. They have petrol, matches, long knife and other weapons with them. Due to the noise some Rohingyas residents who stays near the mosque realized that a group of people trying to enter the mosque. They immediately called the police. The police questioned them what are they doing early morning in that area. The Rakhines told the police that they were looking for frog. According to the Rohingyas resident who stays in the area there is no frog in that area. The Rakhines actually have an intention to burn the main Mosque in the city. The Rohingyas told the police that the Rakhines tried to burn the Mosque but the police got angry. Police ordered the Rohingyas and Rakhines to return home. The police warns the Rohingyas not to prolong the story otherwise the police will put them into the jail.

On 3rd April 2013, at about 6:30am, the police and Border Guard Bangladesh (BGB) arrested two Rakhines Buddhist with two pistols at Ramu fish market under the Cox’s Bazar district. They were arrested on suspicion as they were wondering from place to place and the police and BGB found foreign made two 0.32 pistols with 22 bullets from them. The guns and bullets are in two separate packets.”

The two Rakhines claimed, were new comers from Arakan, but police found their wristwatches are set as Bangladesh Standard Time (BST). One of them said he was a carrier and will get taka 200,000, if he reached Arakan with guns. He is not the owner of the guns, according to Altaf, an aide of BGB.

After the arrest, they were brought to Ramu Police station for further interrogations. Some shopkeepers of Ramu market believe that they are the members of Arakan Liberation Party (ALP) who are appointed to do a special job in Bangladesh. Some local villagers said, “They came here to kill people in Bangladesh and we heard that recently a group of Rakhine people had been sent to Bangladesh from Arakan.”

Today 4th April 2013, two Rakhines from Bangladesh who entered Maungdaw Township were arrested by Nasaka as they were holding two AK-47 guns. The Rohingyas do not know what happen to them and if there is any action taken on them for holding guns. The Rohingyas villagers feel really unsafe as there are already several incidents in the recent months the security forces found the Rakhines groups with petrol, matches and arms but we do not know what actions taken to them.

On the same day, 14 RohingyasRichmen in Tung Bazar Village, Buthidaung Township were arrested by Nasaka and all of them taken to Nasaka camp. The Nasaka forced them to hold different arms, guns and lethal weapons. Nasaka then took pictures of the Rohingyas holding arms and guns. Then they were beaten and tortured by Nasaka. The Nasaka forced the 14 Rohingyas to admit that they were from Rohingyas Solidarity Organization (RSO) and the weapons belong to them. They were still detain by Nasaka. We do not know their fate as the allegation puts to them is very heavy.

MERHROM strongly emphasized that the Rohingyas Solidarity Organization (RSO) has stop very long time ago. Since the violence started in June 2012, the Rohingyas in Arakan State are highly monitored and controlled by the Security forces. Further to that, the curfew was impose to the Rohingyas until now. In this very tight and highly controlled situation, how could the Rohingyas involved in RSO.

The humanitarian crisis in Arakan State is not over yet. Currently there are more than 125,000 Rohingyas living in the temporary camps with severe lack of food, water, medical, clothes and other basic needs. Day by day the Rohingyas children, women, elderly and men died in the camps due to starvation, malnutrition and diseases. Many more will die as the rainy season already started in Arakan State.

The situation in the camp is worsening as the Myanmar government is systematically restricting humanitarian aid and imposing discriminatory policies on Rohingya Muslims in Arakan State as revealed by the Human Rights Watch.

While the humanitarian crisis for the Rohingyas continues in Arakan State, we were shock to hear the riot started in Meiktila which claims more lives of minority Muslim and destroyed more houses, mosques and Muslim properties. The few days riot has spread quickly to the other Towns and more houses, mosques and properties were destroyed.

Recently the International Community was shocked to hear 13 teenage boys at a Muslim school in Yangon were killed in a blazed. The Myanmar government put blame on electrical fault while the teacher and the student said they could smell of fuel during the blazed. Further to this they were slipping on an oily liquid on the ground floor while escaping.

MERHROM strongly emphasized that all of these incidents proves the continuous attacks against Muslims across Myanmar by the Myanmar government. They are attacking top Muslim businesses, Mosques, Muslim houses and Properties and recently young generations. These are Genocide towards Muslim across Myanmar. We do not know what next by the Myanmar government. The Myanmar government is using all its Security forces together with Buddhist population to clean Muslim from Myanmar.

MERHROM urgently call for the United Nations Security Council to send their Peace Keeping Mission to Arakan State, Meiktila and other affected area Urgently to stop the Genocide towards Minority Muslim in Myanmar.

MERHROM urgently call for World Leaders, OIC, ASEAN and to the International Communities to stop the economic and political relationship with Myanmar until they resolve the conflict and protect Muslims in Myanmar with equal rights.

MERHROM urgently urge the World Leaders and International Communities to prosecute the President ThienSein and former General TheinShwe for Genocide and Crimes Against Humanity. They must be brought to the International Criminal Court (ICC) for killing, raping, torturing, detaining and abusing Minority Muslims and other ethnics.

CURRENT SITUATION IN ARAKAN STATE OF MYANMAR

Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) continuously receiving information from villagers in Arakan State on the current situation back home.

In recent development the Rakhine community from Maungdaw is stocking lethal weapons to attack Rohingya community in Maungdaw according to a village admin officer from Mungdaw. The Rakhines have been bringing lethal weapons such as long swords from different townships of Arakan State through Buthidaung by trucks and ships since July. The authorities concerned of Buthidaung jetty have been helping or pretending they don’t know that the lethal weapons have been transporting.

The lethal weapons were loading in the trucks and going to Maungdaw where so many authorities check points and it was also unloaded in Maungdaw without difficult, as the authority are helping the Rakhine community to attack the Rohingya community in Maungdaw, said an eyewitness from Buthidaung jetty. Every night, local Rakhines and Rakhines from out side have been sitting meeting in the Monetary how to attack Rohingyas and to stock the lethal weapons, said an elder from Maungdaw.

This is very worrying as Rohingyas are defenseless people compared to Rakhines who have all the support from the military and security forces.

In another development on 23rd August 2012 around 1.00 a.m, military and security forces along with many Rakhine hooligans torched Rohingyas’ shops in FoiraBaazaar Village (KamokSeikRua) of northern MaungDaw. Consequently, around 40 Rohingyas’ shops were burned. It is believed that each of the shops was worth around 1 billion Kyats. Therefore, all of the shops were worth around Kyats 40 billion. This place was quiet and unaffected in last June and July because the villagers tried to avoid any kind of violence as much as possible. But Rakhine extremists did not want to see the stable situation of the village and therefore did the destruction of Rohingyas’ properties.

Currently, the military and security forces prohibit the Rohingya’s houses to have lights. The military order all the lights must be off at nights. This order only for Rohingya’s houses.
The curfew is still impose on Rohingyas. Sometimes the military allow few hours for Rohingyas to buy food from the Rakhine’s shop as Rohingya’s shops are not allow to open. On the way back to their houses, the local Rakhines beat the Rohingyas and confiscated their food and money.

Besides this incident on 21st August 2012 around 11pm, in TharayKunbaung village tract, some Rakhine extremists in collaboration with security forces, military and police destroyed an ancient mosque called Khala Masjid. When Rohingyas tried to prevent the destruction, military fired at them. Fortunately, no one died due to Military’s firing.

Currently Rakhines are speeding up their atrocities against Rohingyas and destroying and looting their properties as they might not be able to do more atrocities because there may be the presence of humanitarian workers, non-Rakhine people and investigations in Arakan State in near future.

According to local Rohingyas in MaungDaw, since last few days, Rakhines have been rushing to set up temporary camps (tents) in rural areas of MaungDaw. The few affected Rakhines during the riot are kept safe and sound in the monasteries in the area. But now even unaffected Rakhines and rich ones are planning to move to the camps for one to two days during the visit of inquiry commission set up by the President U TheinSein. Though one cannot expect impartial investigations when the culprits who started this ugly racism and committed all the crimes themselves against Rohingyas have taken charge of the investigations, yet, reportedly, the members of Rakhine National Development Party (RNDP) raised some objections against involvement of some people in the Inquiry Commission Team.

Previously, the inquiry was supposed to be done within a month. Now it is delayed and will be done in three months. They are deliberately delaying the inquiry so that they can cover up all the ongoing crimes against Rohingyas and further delay the forthcoming general assembly in United Nation regarding Rohingyas’ case.

According to an internal source, Rakhine terrorists have been bringing the weapons such as guns and hand bombs etc into Arakan. They are keeping it in the places such as Rakhine monasteries and other secret places all over Arakan. They might have secret plans and want to make full use of the situation to achieve their long awaited dream of having independent Arakan.

On top of all this new development, Rohingyas are continuously being killed, raped, abused, arrested and tortured by military, Rakhines and security forces.

The Rohingyas remains hopeless and defenseless. Though there are lots of International Pressures the Junta remains the same. What else can be DONE?

There are many ways used by the military, Rakhines and security forces to destroyed the Rohingyas from the Arakan State. The ethnic cleansing policy towards Rohingya by the military did not happen today but since 1940s until now. The delay in the ACTION to save Rohingya will only allows more Rohingyas to be the victims of murder, raped and torture and finally there are no more Rohingyas in the World.

PLIGHT OF THE ROHINGYA : SOLUTIONS?

RESOLUTION

The issues surrounding the Rohingyas are not happening now but very long time ago since 1940s. However only in June 2012 the outside world knows what exactly the Rohingyas in Arakan State of Myanmar went through over the decades. The Arakan States is like a prison for the Rohingyas where we cannot move freely even to the next village without the permission from the junta. No outsiders are allows to travel inside Arakan State. There is no media coverage in Arakan State even until now. Everything is covered up by the junta. The junta has turns the Arakan State into the darkest corner in the world.

The ethnic cleansing policy towards the Rohingyas by the junta has caused thousands of Rohingyas has been murdered, abused, raped, tortured, arrested and detained for many years. We do not have the rights to redress for whatever abuses and human rights violations committed to us as we are not recognized as the citizen of Myanmar. The persecutions and prosecutions by the junta have caused millions of Rohingyas fled to the neighboring countries. Currently estimated 2 million Rohingyas are seeking refuge in countries such as Bangladesh, Pakistan, India, Saudi Arabia, Dubai, Thailand, Malaysia and Indonesia.

The Rohingyas are the origin people of Arakan State. We exist in Arakan State since 8th Century and we have a very long history with our Kingdom. However Burma invaded Arakan State in 1784 and since then the Rohingyas were under the tight control of Burma. In 1982 the military pass the Citizenship Law of Burma and the ethnic Rohingyas are excluded as citizen of Burma. Since then the Rohingyas become Stateless in our own homeland. The junta also change the Rohingya history in the history subject in school especially involvement of Rohingya Leaders before and after Burma Independent.

Recently on 13 September 2012, the Myanmar Immigration Minister, Khin Ye announced that the Rohingyas born in Burma are eligible to apply for citizenship if at least two generations of their families have lived and died in the country. However there is no need for the Rohingyas to apply for the citizenship as we are the legitimate
citizen of Burma @ Myanmar. He also referred Rohingyas as Bengalis from neighboring Bangladesh, were first brought to Burma as laborers during British occupation from 1824 until its independence in 1948. This is not true as we are not from Bangladesh, we do not speak the same language and our culture is different. Furthermore, Bangladesh government itself does not accept us as their citizen.

Though the United Nations has announced that the Rohingyas are the most prosecuted ethnic in the world but the respective bodies such as the United Nations, OIC, and ASEAN are moving slow in addressing the whole issues. As a result, there are no changes for Rohingyas in Arakan State until now.

What happen to the Rohingyas is not only the ethnic or religion issue but it is more than that. This is a very tragic humanitarian crisis caused by the ethnic cleansing policy by the junta. Therefore the Urgent Intervention from the United Nations Security Council, OIC, ASEAN, World Leaders, International Organizations as well as the International Communities as a whole is very crucial at this point of time and onwards.

In Arakan, we cannot speak for ourselves as there will be repercussion on us. Therefore we need you to speak for us. Our liberty has been taken away. Therefore we need your liberty to promote ours.

The real criminal which is the President ThienSein and ex-General ThanShwe and General KyinNyunt must be brought to the International Court of Justice (ICJ). Three of them must be made accountable for their current and past human rights violations towards ethnic minority Rohingya.

We look for a permanent Solution to our plight. However we cannot struggle alone. Therefore we need the Urgent Intervention from the outside world to change our fate. We cannot delay our ACTION as it will only allow more Rohingyas to die.

Therefore we urge the United Nations, OIC, ASEAN, World Leaders, International Organizations and International Communities for the followings:

1. add more pressure to the junta to recognize ethnic Rohingya as a citizen of Burma with equal rights. The Citizenship Law 1982 must be change to ensure due recognition of the right to citizenship of the Rohingya in Burma
2. stop referring Rohingyas as Bengalis as we the ethnic Rohingya are the origin people of Arakan State
3. United Nations Security Council must send its Peace Keeping Mission to Arakan State urgently to stop and monitor the human rights violations
4. strong pressure to the junta to stop the ethnic cleansing towards ethnic Rohingya in Myanmar and Recognize Rohingya as citizen during upcoming United Nations General Assembly
5. the President ThienSein and former General Than Shwe and General KyinNyunt must be brought to the International Court of Justice (ICJ) for killing, raping, torturing, detaining and abusing ethnic Rohingya
6. pressure the Junta to release the Rohingyas who are detained during 1988 Demonstration. Previously they were detained in Buthidaung, Maungdaw and Sittwe Prisons but since the massacre on Rohingya they were moved to prisons in other states (Shan and Karen State)
7. the International Humanitarian Organizations must be allowed to provide urgent assistance to the Rohingyas especially for food, medical and shelter
8. stop the economic and political relationship with Burma until they resolve the conflict and recognized ethnic Rohingya as the citizen of Burma with equal rights.
9. the British government must be made accountable on the plight of Rohingya. The British government must come forward and explain to the world the Rohingya’s history in Burma.

MEMORANDUM OF AN URGENT INTERVENTION TO STOP CONTINUOUS GENOCIDE TOWARDS MUSLIMS IN MYANMAR.
Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) strongly condemns the attack on Muslim population in Myanmar since many decades by the Myanmar government. The recent riot involving Buddhist and Muslim in Meiktila is the interpretation of continuous effort to clean Muslim from Myanmar. The riot which started on 20 March 2013, witnessed the death of more than 50 Muslims including 11 women, madrassa students, and religious teachers. Estimated 28 Students and 4 religious teachers were slashed and burnt to destroy the evidence. Though the numbers are low but it will increase tremendously if there is no effort by the Myanmar government to stop the killing immediately.

During the 6 days riot, at least 14 Mosques have been burnt though the government stated the lower number. Hundreds of Muslim houses, shops and other properties have been burnt and thousands of them are homeless. Witnesses saw the Fire engines only douse burning Buddhist homes, while Muslims homes are left to burn.

Initially there are over 1000 Muslims taking refuge in the football field with no proper shelter, food, drink and medical supplies. Currently more than 10,000 residents mostly Muslims become homeless. According to the government the 10,000 were placed in 5 camps with enough foods and water. However our sources reported that the Muslims did not get foods, water and medical supplies. According to source food cannot be sent to them due to “security” reason. It is very weird that in a country full with the security forces the “security” becomes the big hindrance for them to save lives of other people. This shows the reluctant of the Myanmar government to protect its own people from the Muslim faith.

Though the President ThienSein has sent his army and security forces to the affected area, the riot still spread to the other town very fast and uncontrollably. The riot has spread from Meiktila to few other towns. In Yamethin, 64km from Meiktila, a group of Buddhist burnt a mosque and 50 Muslim houses. The same incident took place in Lewei town. Muslims in Tatkone, 80km from Meiktila witnessed a group of 20 men throwing stone and ransack a mosques as well as breaking the windows. More and more Muslim has been attacked, Mosques and houses have been burnt and Muslim properties have been destroyed.

Buddhist monks and others armed with swords and knives stalked the streets of a city in central Myanmar attacking the Muslims. According to the Muslims, Pamphlets and DVDs of an anti-Muslim nature have been distributed all over in Mandalay. They show Muslims beheading those of other faiths. Some Buddhist monks have been preaching anti-Muslim sermons.

Anti-Muslim campaigns have been getting stronger in Burma during recent weeks. President TheinSein’s government has incited the attacks and ignored the growing anti-Muslim campaigns.”

Until now nothing has been done to stop the riot and killing of Muslims. Military and police special branch only take video recordings while fire engines only watch Muslim houses, mosques and properties burnt down by Buddhist.

Myanmar government doesn’t seem to be serious to tackle the riot which claim more lives day by day. The government is in power, they can control the riot easily or they can stop the riot if they want. But they don’t want to as it is their dream to see Muslim disappear from Myanmar.
MERHROM strongly emphasized that the tragedy in Arakan State and Meiktila is not a religious conflict or communal clashes or ethnic conflict. These are the organized plan by the Myanmar government to clean the Muslims from Myanmar using the religion and ethnic.

We are still not over with the last violence in Arakan State in June 2012. The human rights violations towards Rohingya Muslim by the Myanmar government are ongoing though the International communities think the situation back to normal. The violence claims thousands of lives of Rohinya Muslims though the government stated only 180 deaths. Besides the high toll deaths more than 115,000 Rohingyas lost their houses. They had to stay in overcrowded temporary camp with severe lack of food, drink and medical supplies. The lack of basic needs resulted thousands more Rohingya children, women, elderly and men died in silence. Thousands more drowned in the ocean in their attempt to save their lives from the persecutions and prosecutions by the Myanmar government.

The violence also witnessed thousands of houses, mosques and Muslim properties were destroyed massively. Looking at the situation added with ethnic cleansing policy towards Muslims from the government, only God knows how long it will take to re-develop the Muslim houses, mosques and properties that have been destroyed in both Arakan State, Meiktila and other towns.

We have learnt from the violence in Arakan State. The violence started in one place and then spread to the other place. It has spread from villages to villages and from Township to Township. Later on it has spread to divisions and finally State to State until there are no more Muslim in Myanmar. What the Myanmar government is doing to the Muslim is the act of GENOCIDE. The Myanmar government has done the biggest crime against humanity and they must be accountable for the crime they have done.

In this very critical situation, MERHROM urge the United Nations Security Council, US Government, British Government, European Union, World Leaders, OIC, ASEAN and International Communities to:

1. Prosecute the President ThienSein and former General TheinShwe for Genocide and Crimes Against Humanity. They must be brought to the International Criminal Court (ICC) for killing, raping, torturing, detaining and abusing Minority Muslims and other ethnics.

2. Stop the economic and political relationship with Myanmar until they resolve the conflict and protect Muslims in Myanmar with equal rights

3. Urge the United Nations Security Council to send their Peace Keeping Mission to Arakan State and Meiktila Urgently to control and monitor the human rights abuses

4. Urge the United Nations to establish an Independent Commission of Inquiry to investigate, monitor and access the situation Urgently

NO TRANSPARENT AND SINCERITY FOR THE MYANMAR GOVERNMENT TO END THE CONFLICT IN ARAKAN STATE.

Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) strongly condemned the act of the Myanmar government to ban the establishment of the OIC office in Arakan State and Yangon after the mass demonstration by the Buddhist monks. This clearly shows that the Myanmar government is not transparent and not sincere in ending the conflict. If the government wants the conflict to end, they will welcome the establishment of the International Bodies in Arakan State. However this will not happen as the government is behind the whole conflict. The government will not take any appropriate measures to end the conflict as it contravenes its ethnic cleansing policy towards the Rohingyas.

Though the Myanmar government has signed the agreement with the OIC in August 2012, they had to cancel it due to the protest by the Buddhist monks. Ironically, the Myanmar government has never listened to anyone. This time why must they listen to the Buddhist Monks despite the agreement has been signed? This shows the Myanmar government already has an advanced plan regarding the request by the OIC countries. The mass demonstration by the Buddhist monks shows the rejection comes from the Buddhist community and not the government itself. The truth is the government doesn’t want the OIC to be presence in Arakan State as it will hamper their plan to destroy the Rohingyas from Myanmar.

We, the Rohingyas are very much hoping that the International Boddies such as OIC, United Nations and International NGOs will step in Arakan State to stop the human rights violations against the Rohingyas. However our hope has been destroyed when the Myanmar government canceled the agreement with OIC. What else we can hope for? The current situation for the Rohingyas is very bad. With the curfew is still impose on us, more and more Rohingyas are dying everyday as there is too little access to food and medicine. The number of Rohingyas who died due to starvation and diseases has been increase tremendously. However it was not reported by the government newspaper as they want to cover the real number of toll death of the Rohingyas.

If there is no OIC in Arakan State, who will stop the human rights violations towards Rohingyas? Who will monitor the situation in Arakan State? If the Myanmar government rejects the OIC, the United Nation Peace Keeping Mission must step in Arakan State in order to end the human rights violations towards Rohingyas.

In the recent development, two main Mosques in Akyab @ Sittwe have been burned by Rakhines Buddhist. In other development the government has cancelled the business license belongs to the Rohingyas. The government continuously confiscates our document and altered our ethnic as Benggali which is not true. The government will use different ways to destroy our existence in Arakan State. We have nothing left for us except waiting for die. Children and women are the most affected person during this 4 months conflict. Children and babies were not able to get the food and treatment. They suffered malnutrition until we can see their bones. Many of them have died in their struggle for life. The children and babies have no clothes to wear. They have to bare the cold during nights. They have to endure pain without treatment. The suffering we went through this time is unimaginable. Who else we can call for help?

We are thankful to all the International Organizations who step in Arakan State especially from Malaysia, Indonesia,………The food and medicine fulfill the immediate needs of the affected Rohingyas. However we are not sure until when the aid will reach us if there is no real monitoring from independent bodies.

Next week the Muslim all around the world will celebrate EidulAdha. This is very important festival for the Muslims. For us in Arakan State we do not know how to celebrate and conduct Qurban as we have nothing in our hands. Children are the most happiest person during the Eid but this time we have nothing to give to them. We ask for your prayers so that our suffering will be ending soon, so that our children can be smiling again.
Therefore:-

We call for the bigger Intervention from the United Nations Security Council to bring solution to our plight.

We call for the continuous Intervention from the OIC countries to highlight our plight and bring solution to our plight.

We call on the British Government to take appropriate measure and to play a bigger role in order to end our plight

We call on the International Humanitarian Organizations to continuously sending aid to us for our survival

We call on the Local Media and International Media to continuously highlight our plight until we are recognize as the citizen of Myanmar.

There are an estimated 8 millions Muslims in Burma. The Muslims in general and the Muslim Rohingyas in particular have long been subjected to ethnic, religious and political persecution. Rohingya are not tolerated and have been denied citizenship despite living in Burma for centuries. Due to large scale persecution, an estimated 1.5 million Rohingya Muslims have either been expelled or have had to flee their homeland to save their lives.

On 11th July 2012, Burmese President TheinSein declared to UHNCR delegation that he will not recogniseRohingya as Citizens of Burma and Rohingya are branded as illegal Bengali who were brought into Burma to work as farmhands by the English colonialists before the [country’s] independence in 1948 despite the fact that they have been living in Arakan State for centuries. During the 1960s, Rohingyas were recognized as an ethnic group of Burma and news were regularly broadcasted on the national radio channel, Burma Broadcasting Service, in Rohingya Language.

On 11th July 2012, Burmese President TheinSein declared to UHNCR delegation that he will not recogniseRohingya as a Citizen of Burma. He also further mentioned that he will take responsibility for its ethnic nationalities but it is not at all possible to recognise the illegal border-crossing Rohingyas who are not an ethnic [group] in Burma,” As a last resort, the president said the government is prepared to hand over the Rohingyas to the UNHCR and would set up refugee camps for the group before they were eventually settled in any third country “that are willing to take them”.

Since June 2012, President TheinSein is implementing Rohingya cleansing plan by driving out Rohingya after burning houses with the help of Rakhine Buddhist.

Massacre of Muslims in Arakan

Brutal violence in Arakan/Rakhine state in western Burma erupted on June 3, 2012, when a large number of Buddhist Rakhine mobs attacked a bus of Muslim pilgrims, killing 10 passengers. The angry mob was reacting to information that a Buddhist Rakhine girl was allegedly raped and murdered in late May by three Muslim suspects. At the time of the attacks, the suspects were reportedly in police custody.

Since violence started, over 1,600 people mainly youths were arrested, over 400 women and girls were raped, over 5,000 people got killed either directly or due to starvation and over 100,000 Rohingya were displaced. Many international communities such as OIC, ASEAN, UN, USA and other NGOs did their utmost efforts to put pressures on Burmese government to stop massacre on Rohingya. TheinSein established his own commission of enquiry to uncover his crime and he made broken promises to the international communities on Rohingya issues to get advantage of lifting sanctions and to make partnership with western and OIC countries. Unfortunately, TheinSein revealed his old military dictatorship ways of handling the country’s political issues. He took few week gaps to change his tactic on Rohingya ethnic cleansing and started to ignite 2nd round of killing on 21st of October from Pauk Thaw and Kyawt Thaw areas.

Since 21 October 2012, organized gangs of the Rakhine extremists headed by monks have burned down over 1000 houses, killed hundreds of Muslims and injured many more in the townships of Myinbya, Mrauk-U, Pauktaw and Kyaukpyu.
These genocidal actions have been carried out with the backing of the police, army and security forces with the intent to destroy the whole Rohingya Muslim population of Arakan.

Systematic killings, rape of women and destruction of villages have continued unabated while every single sign of Muslim or Islam is being erased from Arakan. On 23 October, at about 20:00 hours, while the Paikthay village was ablaze in Kyaukpyu Town, the fire fighters came to the spot with tank loads of patrol in the guise of putting out the fire.

The state patronized Rakhine terrorists issued ultimatum to Muslims in Sittwe, Mrauk-U, Minbya, Myebon and Pauktaw and many other places to vacate their villages and properties by October 25 or face violent attacks and forced expulsion.

The blocking of OIC to open its offices in Burma — despite MoU signed between Burmese government and OIC — is a clear indication of the TheinSein government’s intention to carry out its ‘ethnic cleansing’ against Rohingya Muslims without outside knowledge.

It is a great disappointment that the international community has staked so much on Burmese President TheinSein’s reform process. When he proposed ethnic cleansing of Rohingya they stayed silent, and even when it has really been taken place they still have stayed silent, although the situation is demanding for immediate attention with action.
We appeal to International Communities

1. Urge the UN to intervene in the matter on ground of humanitarianism for the purpose of preventing further death, killing, rape and destruction of the Muslims; and to urgently send UN Peace Keeping Force to Arakan

2. Urge upon the international community, UN, EU, USA, UK, OIC, ASEAN and Burma’s neighbours to put effective pressure on Burmese government to stop violence and crimes against Rohingyas
3. Urge upon USA and her western allies to review their policies on TheinSein government in order to protect the lives of helpless Muslims in Arakan in the light of protecting and promoting human rights and democratic values

4. Urge upon the international community to put pressure on the Burmese government (i) to allow unhindered humanitarian aid to the Rohingya victims in every nook and cranny of Arakan; (ii) to stop its segregation scheme and replace it with a proactive policy of ‘peaceful co-existence’; and (iii) to repeal or amend the Burma Citizenship Law of 1982 in order to conform it with international law standards.

MEMORANDUM OF AN URGENT INTERVENTION TO STOP CONTINUOUS GENOCIDE TOWARDS MUSLIMS IN MYANMAR.
Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) strongly condemns the attack on Muslim population in Myanmar since many decades by the Myanmar government. The recent riot involving Buddhist and Muslim in Meiktila is the interpretation of continuous effort to clean Muslim from Myanmar. The riot which started on 20 March 2013, witnessed the death of more than 50 Muslims including 11 women, madrassa students, and religious teachers. Estimated 28 Students and 4 religious teachers were slashed and burnt to destroy the evidence. Though the numbers are low but it will increase tremendously if there is no effort by the Myanmar government to stop the killing immediately.

During the 6 days riot, at least 14 Mosques have been burnt though the government stated the lower number. Hundreds of Muslim houses, shops and other properties have been burnt and thousands of them are homeless. Witnesses saw the Fire engines only douse burning Buddhist homes, while Muslims homes are left to burn.

Initially there are over 1000 Muslims taking refuge in the football field with no proper shelter, food, drink and medical supplies. Currently more than 10,000 residents mostly Muslims become homeless. According to the government the 10,000 were placed in 5 camps with enough foods and water. However our sources reported that the Muslims did not get foods, water and medical supplies. According to source food cannot be sent to them due to “security” reason. It is very weird that in a country full with the security forces the “security” becomes the big hindrance for them to save lives of other people. This shows the reluctant of the Myanmar government to protect its own people from the Muslim faith.

Though the President ThienSein has sent his army and security forces to the affected area, the riot still spread to the other town very fast and uncontrollably. The riot has spread from Meiktila to few other towns. In Yamethin, 64km from Meiktila, a group of Buddhist burnt a mosque and 50 Muslim houses. The same incident took place in Lewei town. Muslims in Tatkone, 80km from Meiktila witnessed a group of 20 men throwing stone and ransack a mosques as well as breaking the windows. More and more Muslim has been attacked, Mosques and houses have been burnt and Muslim properties have been destroyed.

Buddhist monks and others armed with swords and knives stalked the streets of a city in central Myanmar attacking the Muslims. According to the Muslims, Pamphlets and DVDs of an anti-Muslim nature have been distributed all over in Mandalay. They show Muslims beheading those of other faiths. Some Buddhist monks have been preaching anti-Muslim sermons.

Anti-Muslim campaigns have been getting stronger in Burma during recent weeks. President TheinSein’s government has incited the attacks and ignored the growing anti-Muslim campaigns.”

Until now nothing has been done to stop the riot and killing of Muslims. Military and police special branch only take video recordings while fire engines only watch Muslim houses, mosques and properties burnt down by Buddhist.

Myanmar government doesn’t seem to be serious to tackle the riot which claim more lives day by day. The government is in power, they can control the riot easily or they can stop the riot if they want. But they don’t want to as it is their dream to see Muslim disappear from Myanmar.

MERHROM strongly emphasized that the tragedy in Arakan State and Meiktila is not a religious conflict or communal clashes or ethnic conflict. These are the organized plan by the Myanmar government to clean the Muslims from Myanmar using the religion and ethnic.

We are still not over with the last violence in Arakan State in June 2012. The human rights violations towards Rohingya Muslim by the Myanmar government are ongoing though the International communities think the situation back to normal. The violence claims thousands of lives of Rohinya Muslims though the government stated only 180 deaths. Besides the high toll deaths more than 115,000 Rohingyas lost their houses. They had to stay in overcrowded temporary camp with severe lack of food, drink and medical supplies. The lack of basic needs resulted thousands more Rohingya children, women, elderly and men died in silence. Thousands more drowned in the ocean in their attempt to save their lives from the persecutions and prosecutions by the Myanmar government.

The violence also witnessed thousands of houses, mosques and Muslim properties were destroyed massively. Looking at the situation added with ethnic cleansing policy towards Muslims from the government, only God knows how long it will take to re-develop the Muslim houses, mosques and properties that have been destroyed in both Arakan State, Meiktila and other towns.

We have learnt from the violence in Arakan State. The violence started in one place and then spread to the other place. It has spread from villages to villages and from Township to Township. Later on it has spread to divisions and finally State to State until there are no more Muslim in Myanmar. What the Myanmar government is doing to the Muslim is the act of GENOCIDE. The Myanmar government has done the biggest crime against humanity and they must be accountable for the crime they have done.

In this very critical situation, MERHROM urge the United Nations Security Council, US Government, British Government, European Union, World Leaders, OIC, ASEAN and International Communities to:

5. Prosecute the President ThienSein and former General TheinShwe for Genocide and Crimes Against Humanity. They must be brought to the International Criminal Court (ICC) for killing, raping, torturing, detaining and abusing Minority Muslims and other ethnics.

6. Stop the economic and political relationship with Myanmar until they resolve the conflict and protect Muslims in Myanmar with equal rights

7. Urge the United Nations Security Council to send their Peace Keeping Mission to Arakan State and Meiktila Urgently to control and monitor the human rights abuses

8. Urge the United Nations to establish an Independent Commission of Inquiry to investigate, monitor and access the situation Urgently

STOP THE KILLING AND VIOLENCE TOWARDS DEFENSELESS STATELESS MUSLIM ROHINGYAS IN ARAKAN STATE OF BURMA.

Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) is deeply concerns about the continued killing and violence towards Rohingyas in Arakan State of Burma. Though the military junta has stated that the situation is better now but the information we received from back home are different. The killing is still continue, many Rohingyas has been arrested and we do not know what happen to them, women and girls has been raped and sexually abused, many Rohingyas has been missing, many more houses has been burnt and more people stranded without food, shelter and medication. Many Rohingya businessman and educated person has been arrested and till now there is no news about them, the shops and businesses belongs to Rohingya has been confiscated by Rakhine Buddhist, police and military. Rohingya are dying as they could not buy food from the shop belongs to Rakhine Buddhist as they refused to sell the food to Rohingya Muslim.

Many Rohingya death body has been burnt and missing. The information we received from back home stated that the Muslim death body was taken by Rakhine Buddhist and we do not know what are they doing to them. We asked for the United Nations to Urgently Investigate this matter. We continuously receiving information from about the situation back home. Until now the situation are really really bad and the access to information for the outside world is very very bad as the information was covered and controlled by the military.

Currently the military has taken over and controlled the Arakan State. The situation become worse and the violence has increased. The information we received the military and the border security forces has threaten the Rohingyas and asking money for bribery.

The are many information has been released by many parties but we are very concerns about the misinformation regarding the real situation. Many information has been manipulated by some parties for their interest. We urgently asked for the United Nations Peace Keeping Mission to step in and resolve the problem.

Many Rohingya houses has been burnt. Rohingyas has to fled to the next village. The military has order that they could not go to other village. When they asked where they want to go, the military said we do not care but if you still go the military will take action against them. Many Stateless Rohingyas now become homeless without food, shelter and medication.

We applaud the United Nations to send the Top Envoy Mr. Vijay Nambiar to Arakan State to access the situation. However we are very worried whether he is able to access the real situation as he was escorted by the military officials at all time. Furthermore the Arakan State has taken over and controlled by the military. Although there are 10 Muslim Leaders joining him, there is no guarantee whether they can talk freely without fear. They cannot talk freely as they will face prosecution. We are worried whether the Top Envoy can talk independently with the Rohingyas without the escort from the military officials. We are worried if the Rohingyas give the real information they will face prosecution from the military.

We are very sad when the Bangladesh Government denied the entry of Rohingya who are trying hard to save their lives. We condemned the act of the Bangladesh Government who failed to protect human being in real need. Many Rohingyas has been arrested in the Bangladesh Prisons for the past two decades. We asked for the Bangladesh Government to release all Rohingya Refugees from their prisons.

So many violence are taking place in different shape and in different area. The genocide is taking place but the world and international communities are moving slow to act. We asked for the Urgent International Intervention to stop the killing and violence towards Rohingyas.

THEREFORE WE URGE FOR: –

1. The United Nations Peace Keeping Mission to step in Arakan State Urgently to control the situation
2. The United Nations to send a group of Investigator to monitor, investigate and access the situation Urgently
3. The United Nations to supply the medication, food and shelter for the affected Rohingyas.
4. The United Nations to bring the General ThienSein to the International Court of Justice (ICJ) for the crime he has done to Rohingyas and Burmese people.
5. The World Leaders to put pressure on the Military Junta to stop the persecutions and prosecutions towards Rohingya and RocognizedRohingyas as Citizen.
6. The military junta to hand over power to the Aung San SuuKyi immediately as the winner of 1990 General Election.
7. The International Media to step in to Arakan State to observe and get the accurate information and release the accurate information.

URGENT PRESS STATEMENT

STOP VIOLATIONS DURING RAMADHAN AND RESPECT RELIGIOUS RIGHTS.

Today Muslim around the world is celebrating the Holy Month of Ramadhan. This year would be the most challenging year for Muslims in many countries especially in Myanmar, Palestine, Syria, Egypt, Turkey and Pakistan.

One year has passed since the last violence in Arakan State but until now the situation has not change. The killing of Rohingyas continues underground. The arrest, abused, rape and torture continue while the world thinks everything is under control. We were forced by the government to sign a document to confess we are Benggali and not the Rohingya. Many of us have been arrested and prosecuted as we refused to change our identity. Many more were missing and we do not know their fate.

The violence in Arakan State witnessed the killing of thousands of Rohingyas, hundreds of Mosques and Madrasah were burnt, thousands of Muslims houses and properties were destroyed. It is very heartbroken to see our Mosques, our Quran and our houses has been burnt and destroyed. It is heartbroken to see our wives, mothers and sisters were raped helplessly and tortured. We can’t do anything to save them. Our hands were tied in the name of curfew and everything were control by the military in the name of safety. But the safety is certainly not for the Rohingyas.

Currently more than 120, 000 Rohingyas living in the temporary camp with severe lack of food and water, medication, clothes and other basic needs. The government has not look into their basic needs. Many children, women and men have died in or out of the camps especially due to diseases and starvation.
Thousands of Rohingyas has fled the country. Thousands of them have died in many countries in order to save their lives. Many have drowned in the sea. Many of them has stranded in detention camps in many countries. Many of them become refugees in many countries for many decades. Many of them has become insane as they could not face the reality as they lost too many.

This Holy Ramadhan will be among the most cheerful moment for children around the world. However there will be no joys for the Rohingya children for this Ramadhan as thousands of them lost their beloved mothers and fathers, brothers and sisters, grandparents as well as their friends. They are too small to go through all this hardship, they are too small to understand what’s going on in their home, they are too scared to see the military and police shooting their people, they having nightmares to see blood and death body all over. Too many children died for the past one year due to killing, diseases and starvation. Too many of them suffer from malnutrition and waiting to die.

The attack on Rohingyas and Muslim not only happening in Arakan State but it spread to Meiktila, Lashio and it will move to other parts throughout Myanmar. The Myanmar government will not stop until they achieve their target to get rid of Rohingyas and Muslim in Myanmar. We are peace loving people, we are defenseless and we are stateless. We do not understand what they are afraid of.

Every Muslim in the world is hoping that we can go through this Holy month of Ramadhan in peace. But for us in Myanmar, we are going through the Holy Ramadhan in the blood, starvation and hardship. There is no food for morning breakfast and break fasting. We cannot perform Ramadhan prayers and other religious duties as the Mosques and Madrasah were still locked by the government.

Thousands time we asked for the urgent intervention from the United Nations, World Leaders and International communities but it was not taken seriously and when the time goes our plights faded away even the violations continues.

For this Holy month of Ramadhanwe :-

i. Appeal especially to our Muslim brother and sisters, OIC, the United Nations, World Leaders and International Communities to continue pressures the Myanmar government to stop Genocide towards Rohingyas and Muslims in Myanmar.
ii. Urge every country must stop political and economic relationship with Myanmar until they stop the Genocide and recognized Rohingya as citizen.
iii. Appeal the International communities to continue to send humanitarian aid for our survival.
iv. Urge the Myanmar government to open all the Mosques and Madrasah and lift all the sanctions towards Rohingyas so that we could perform our religious duties.
v. Urge the UNHCR headquarter and UNHCR in every country to process registration for Rohingyas who seek refuge in different countries.
vi. Urge the UNHCR and the Resettlement Countries to process Resettlement forRohingyas who become refugees for many decades.

We, the Rohingyas in Malaysia can only pray that one day miracle could happen, that one day we are recognize as citizen, that one day we can return to our homeland. We will wait for the Day until our last day in this world.

We wish all the Muslims around the world Ramadhan al Mubarak. Please pray for our safety.

MEMORANDUM OF AN URGENT APPEAL TO STOP CONTINUOUS KILLING, TORTURE, DETENTION AND VIOLENCE TOWARDS THE ETHNIC MUSLIM ROHINGYAS IN ARAKAN STATE OF BURMA BY THE ETHNIC RAKHINE, STATE BORDER SECURITY FORCES, POLICE AND THE MILITARY.

Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) is deeply concerned about the continued killing, detention torture and violence towards Rohingyas in Arakan State of Burma despite the international outcries.

The Myanmar junta led by TheinSein has been trying to convince the world at large that the situation in Arakan State are under control. However the situation on the ground are very much different as the ethnic Rohingya are continuously became the target of the ethnic Rakhines, state border security force, police and the military.

Despite of the pressure from all over the world, Junta Myanmar did not do anything to resolve the conflict as this is a state sponsored ethnic cleansing for the ethnic Rohingya. The junta and ethnic Rakhines are really wants the Rohingya to be out of Myanmar. The non-recognition of ethnic Rohingyas as the citizen of Myanmar has led thousands of Rohingyas has been killed, raped, tortured and detained over decades. Millions of Rohingyas has fled the country to save their lives and left their loves one behind.

The two visit from the United Nations Special Envoy, Mr. Vijay Nambiar and United Nations Human Rights Envoy, Mr. Tomas Ojea Quintana seems did not produce much positive development but instead the pressures towards the ethnic Rohingyas tremendously increased. After Mr. Tomas left the Arakan State, more houses has been burnt and more Rohingyas has been killed. Since he left estimated 300 Rohingyas has been killed especially in APAUKWA Village, SHWE HLAING and GOKE PI TAUNG. Many children and elderly persons were missing, Many more Rohingyas were reportedly injured and the dead bodies still lie there unburied as the residence are still in the hiding. A total of 4 Mosques were also destroyed except the Mosque in SHWE HLAING.

On 6th and 7th August 2012, few more Villages including RohingyaFara, SedahFara and Ambari in Kyawtaw were burnt down by the Rakhines, police, security border and military. The military has ordered the Rohingyas to leave the villages within 3 days. Failing that the military and security forces will killed them.

While the International Communities add more pressure to the military junta, the killing and torture towards Rohingyas has been increased tremendously. What more can be done to save the Rohingyas?

Today we are here to hand over an Urgent Memorandum to the Head Delegation of European Union, H.E. Vincent Piket with the hope that the European Union can do something to stop the conflict and save the Rohingyas from being eliminated from this earth.

The ethnic cleansing for Rohingyas did not just happen today. It started long time ago before Burma Independence. In 1942, more than 100,000 Muslim Rohingyas were massacre and 80,000 fled to Chittagong and Rangpur. Estimated 307 Muslim villages had disappeared from the soil of Arakan. However the outside world did not know about this as no foreign media or Organizations are allow to go into Arakan State of Burma.

Below are the Armed Operations conducted by the Junta against the unarmed Rohingyas after Independence.

Out of the above 19 operations, 18 exercises were carried out within 43 years (1948- 1991) time, it means that every 2 1/2 years there was 1 operation against the Rohingyas. The objectives of these operations were to screen out the so-called foreigners from Arakan.

Obviously, Rohingyas are constantly and gradually migrated to Bangladesh, Pakistan, Saudi Arabia, United Arabs Emirate, Thailand and Malaysia to escape from the persecution. However, the junta and the racist Rakhine (Magh) are still not satisfied and the Na-Sa-Ka operation was started in 1992 with the intention of ethnic cleansing.

The very recent ASEAN Conference held in Cambodia on the 8th July 2012 has taken a collective decision to appoint its Secretary General Dr.SurinPitsuwan to spearhead and find an effective solution to the ongoing problem. As the ASEAN is very much limited in resources and the necessary means to find a solution as it is being constrained by the NON-INTERFERENCE POLYCY adopted and practiced by them, only the powers of the European Union, USA and others are in the position to employ their humanitarian salvation steps within the boundary of their formidable standing.

Rakhine extremists and the present Myanmar Junta have been spreading the propaganda to the effect that the current clashes are religious-motivated and sectarian clashes. Their unsuccessful propaganda attempts reflects the official statement by the Myanmar new President ex-General TheinSein who has reportedly requested the UNHCR High Commisioner For Refugees Mr.AntanioGuteress to resettle Rohingyas in a third country crystally reflects the bona fide intention of the government to illegally DE-citizenize the predominantly ethnic citizens of Myanmar, the Rohingyas. The shameful step taken by the Myanmar indicates that the Central Myanmar government approves the actions of the extremist Rakhines to initiate and continue the heinous killing of the civilians.

In this very critical situation, MERHROM urge the European Union to:

1. add more pressure to Myanmar Junta to stop the killings, torture, detention and violence towards ethnic Rohingyas
2. stop the economic and political relationship with Myanmar until they resolve the conflict and recognized ethnic Rohingya as the citizen of Myanmar with equal rights
3. pressure the Junta to allow the International Humanitarian Organizations to go into Arakan State to provide aid especially, food, medicine and shelter
4. pressure the Bangladesh government to allow the International Humanitarian Organizations to extend their services to the affected Rohingyas
5. pressure the United Nations Security Council to send their Peace Keeping Mission to Arakan State to control and monitor the human rights abuses
6. bring the General ThienSein and former General TheinShwe to the International Court of Justice (ICJ) for killing, raped, torturing, detaining and abusing ethnic Rohingya and other ethnics.

URGENT APPEAL FOR PROTECTION OF ROHINGYA IN ARAKAN STATE, BURMA
A MASSACRE OF 8 ROHINGYA MUSLIM PILGRIM
Myanmar Ethnic Rohingya Human Rights Organization Malaysia (MERHROM) seriously condemn a massacre of 8 Rohingya Muslim pilgrims in Taungup Township in southern Arakan State, Burma on 3rd June 2012 at about 3:00pm by an organized terrorist gang of Buddhist Rakhines. A massacre cannot be accepted at all especially at this time where the world are watching Burma for the political change that will take place in Burma. A massacre is a gross human rights violation and is a bad sign for the development of democracy in Burma and the security of Rohingya Muslim in Arakan State and around Burma.

The victims were Muslim pilgrims (Jamat – Islam religious persons, who are going to one place to another where they discuss about religious matters) returning to Rangoon in a bus after completing of their spiritual service at Thetsa Masjid of Thandwe, southern Arakan on June 3, 2012. Rakhine terrorists set upon it and massacred 8 Muslim pilgrims along with one escort and one helper. The culprits were celebrating triumph spitting and tossing the wine and alcohol on the dead bodies lying on the road.”

“The gang of Rakhine terrorists stopped the bus -7 (Ga) 7868- at junction of Immigration gate where the terrorists Rakhine called “comedown all, if there is Kala” with holding lethal weapons where the escort and helper requested to the terrorists Rakhine not to do any harm to the passengers. But, the terrorists forced to get in bus and shouted that there is Kala. Then they started to beat the 8 Muslim pilgrims and dragged the Muslim from bus to the road where more than 300 organized terrorists gang of Buddhist Rakhines had beaten the Muslim until the dead,” according to elder from the Taungup.

The bus – YomaThettha -was owned by a Muslim and the terrorists Rakhine destroyed the bus and it has been standing still at the gate of Immigration where no authorities came out to the spot to stop the massacre.”

We are very sad and frustrated over this incident as this shows the situation of Stateless Rohingya Muslim in Arakan State did not change at all. After the Parliamentary Election in Burma, we hope the situation and the future of Rohingyas will change but unfortunately the hope remain.

This is not the first incident where the Rohingyas has been attacked by the Rakhines. Back in 1942-1948 there was a mass massacre towards Rohingyas Muslim in Arakan State committed by RakhinesBuddist. Thousands of Rohingyas Muslims were killed. There is no action taken by the ruling government. In 1978 during the Nagamin Checking, Junta together with Rakhines Buddhist checked the background of Rohingyas Muslim in Arakan State. Many Rohingyas were killed but we do not know the figure. Many Rohingyas were arrested, killed, cross the border and fled the country. In 2010, Rakhines Buddhist burnt the houses of Rohingya Muslims in Kyaw Thaw Town. Many Rohingyas were injured and lost their houses and property.

In recent months anti-Rohingya propagandas have been carried out by Rakhine extremists and xenophobes inside and outside of Burma harping on the old tune, “Rohingya is not a nationality in Burma, they are illegal immigrants from Bangladesh” with intent to exterminate them ultimately. Surprisingly these organized efforts have been carried out in line with the recent statements of some responsible ministers and authorities of the U TheinSein government. Nevertheless, the rejection of Rohingya coupled with continued persecution and ‘Rakhine terrorism’ against them indicates the early sign of genocide in Arakan, according to the eight Rohingya organizations’ statement.

We were very sad and worried this bloody incident involving Rohingyas and Rakhines are happening again and again. At the moment the situation is very tensed and dangerous. We are worried if its turn to riot and claims more lives. Many people have to flee the country and it will increase the number of Refugees in Asean region.
Therefore we urged the United Nations Security Council, World Leaders, Asean Countries Leaders and the International Communities to:
1. pressure the Junta to control the situation and stop the massacre
2. pressure the Junta to recognize Rohingya Muslim as citizen of Burma
3. urgently pressure the Junta to protect the Rohingyas in Arakan State and assured their security and safety at all time.
4. visit Arakan State to access the situation and do the necessary action against the perpetrators
5. closely monitor human rights violations in Burma and take the necessary measures to eliminate the rights violations
6. to increase their genuine effort to stop the crimes against humanity towards the people of Burma and bring democracy to Burma .
